According to the National Standard TCVN/QS 1822:2021 for Self-Defense Forces uniforms issued together with Decree 94/2021/TT-BQP, technical requirements for inner winter clothing of male soldiers are stipulated under Part 3: inner winter clothing of male soldiers as follows:

3.1 General requirements

3.1.1 External requirements

The inner winter clothing should have a long-sleeved shirt style, with a stand-up collar, button closure, one chest pocket, vertical fold on the back with six additional buttons and a button at the collar, and the coat should be tucked into the trousers.

3.1.2 Material requirements

- The inner winter clothing should be made of Poplin Pevi fabric with a ratio of 65/35, in white color, meeting the technical requirements specified in Appendix B, Table B.2.

- The buttons should be solid plastic buttons in the same color as the main material, meeting the technical requirements specified in Appendix B, Table B.5.

- The sewing thread should be Peco 60/3 in the same color as the main material, meeting the technical requirements specified in Appendix B, Table B.6.

- The zipper should meet the technical requirements specified in Appendix B, Tables B.7 and B.8.

3.2 Technical specifications

3.2.1 Basic dimensions

The inner winter clothing for the People's Self-Defense Force commander includes sizes 3, 4, 5, and 6. The basic dimensions of the inner winter clothing for the People's Self-Defense Force commander are specified in Appendix C, Table C.5.

3.2.2 Cutting and pressing requirements

- The cut pieces of the product must have straight grain lines.

- The vertical grain details of the fabric: the body of the coat, sleeves, collar, coat pocket, sleeve placket, back fold, and additional buttons.

- The pressed parts, such as the collar band, collar, and placket, should be firm and without wrinkles.

3.2.3 Sewing requirements

- Use size 14 needles for sewing. The stitches should be even, without skipped stitches, loose threads, fabric puckering, or thread slippage.

- The stitch density should be between 5 and 6 stitches per 1 cm. The beginning and end of each stitch line should be backstitched three times, with a length of 1 cm, closely overlapping each other. Trim excess threads neatly without any frayed edges, skipped stitches, wrinkles, or puckering.

- The sleeve placket should be balanced and in the correct position. Both sides of the collar should be even.

- The seam allowance should be 0.1 cm: around the chest pocket mouth, sleeve placket, both sides of the collar band, collar, and woven label.

- The seam allowance should be 0.4 cm: around the collar lining, placket facing.

- The seam allowance should be 0.7 cm: for the collar turn.

- The seam allowance should be 1 cm: for the side seam, sleeve seam, placket seam, and sleeve placket turn.

3.2.4 Requirements for surplus and button attachment

- The surplus threads should be even, close to the stitches without wrinkles or loose threads, with a density of 14 stitches per 1 cm, securely fastened.

- The surplus fabric on the left side of the wearer, the coat surplus, should be parallel to the coat placket, with a distance of 1.5 cm from the placket edge and a width of 1.2 cm.

- The button should be symmetrically attached to the surplus fabric, with a minimum of 12 stitches through two buttonholes, securely fastened, without loose threads, and without wrinkling the fabric. Trim excess threads neatly.

3.2.5 Ironing requirements

After the inner winter clothing for the People's Self-Defense Force commander is finished, it should be ironed on a suitable temperature ironing table. Iron the entire outer surface of the coat, following the collar position.
