What are tasks and powers of the Department of Finance - Business Plan for enterprises, collective economy, cooperatives, and household businesses in Vietnam?
In Clause 5 Article 4 of Circular 05/2022/TT-BKHDT (effective from July 20, 2022) stipulates the tasks and powers of the Department of Finance - Business Plan for enterprises, collective economy, cooperatives, and household businesses as follows:
5. Regarding enterprises, collective economy, cooperatives, household businesses, and private economy.
a) Directly receive applications for cooperative registration, grant or refuse cooperative registration, guide cooperatives and individuals establishing cooperatives on the documentation, procedures, and registration process of cooperatives;
b) Coordinate in building, managing, operating the information system on cooperatives and household businesses in the district; periodically report to the People's Committee at the district level, the business registration agency at the provincial level, the tax authority at the district level on the registration status of cooperatives and household businesses in the area; provide information on cooperative registration within the area to organizations, individuals upon request as prescribed by law;
c) Summarize and monitor the implementation of programs, plans, projects, mechanisms, policies for the development of collective economy, private economy, cooperatives, economic organizations, private economy, in the district;
d) Directly inspect or propose competent state agencies to inspect cooperatives according to the content in the cooperative registration documents within the area; revoke the Certificate of Business Registration according to legal regulations.

In Clause 6, Clause 7, Clause 8, Clause 9, Clause 10 Article 4 of Circular 05/2022/TT-BKHDT (effective from July 20, 2022) stipulates the tasks and powers of the Department of Finance - Business Plan on synthesis and report on the implementation of tasks as follows:
6. Synthesize and report on the implementation of tasks assigned to the People's Committee at the district level and the Department of Planning and Investment.
7. Organize research, apply scientific and technological advances; build an information system, storage to serve specialized management tasks assigned.
8. Manage and take responsibility for officials, public servants, finance, assets assigned according to legal regulations and according to the assignment or delegation of authority by the People's Committee at the district level.
9. Carry out regular and ad hoc information, reporting on the implementation of tasks assigned as required.
10. Perform other tasks related to state management in the field of planning and investment as assigned, decentralized, or delegated by the People's Committee at the district level and according to legal regulations.
