What are regulations on using motor vehicles, special-use motorbikes of agencies and units in the Ministry of Defence of Vietnam?

Pursuant to Article 26 of the Circular 169/2021/TT-BQP stipulating regulations on using motor vehicles, special-use motorbikes as follows:

1. For motor vehicle drivers:

a) Must have a military driving license suitable for the type of vehicle as prescribed;

b) In case of operating a vehicle with a military license plate in service of Party and State leaders, it is allowed to use a civilian driver's license;

c) Strictly abide by the provisions of law and regulations of the Ministry of National Defense.

2. For drivers of special-use motorbikes:

a) If you do not have a car driving license, you must have a certificate of training in knowledge of the law on road traffic;

b) Certificate of operating special-use motorbikes;

c) Strictly abide by the provisions of the law and the Ministry of National Defense.

3. In case of overloaded vehicle, oversize limit, crawler vehicle; transportation of extra-long and super-heavy goods on road under normal conditions must comply with regulations of the Ministry of Transport; in case of urgent duty, comply with regulations of the Ministry of National Defense and take measures to ensure traffic safety and road work safety in accordance with law.

4. In case the vehicle carrying illegal goods is temporarily seized and transferred to the competent authority for handling in accordance with law. Drivers who violate traffic regulations shall, depending on the seriousness of their violations, be disciplined according to the Ordinance on Management of the Vietnamese People's Army or examined for penal liability according to regulations. provisions of the law.

5. Military vehicle inspection and military control forces shall closely coordinate with functional agencies to inspect the activities of motor vehicles and special-use motorcycles; vehicles bearing civilian number plates of military enterprises participating in traffic. When detecting violations, they shall promptly correct them and handle them in accordance with the provisions of the Army and the provisions of the law.

6. Command agencies and units at all levels and take responsibility for the use of motor vehicles and special-use motorcycles under their management.
