What are standards of professional competence for intermediate cultural propaganda public employees in Vietnam?

Pursuant to Clause 3, Article 6 of Circular 02/2023/TT-BVHTTDL (effective from April 10, 2023) stipulating standards of professional competence of intermediate cultural propaganda public employees as follows:

3. Standards of professional competence:

a) Understand the guidelines and lines of the Party, policies and laws of the State on propaganda activities;

b) Having basic knowledge about propaganda and related arts and culture subjects; have one of the following skills: narration, presentation, musical instrument performance, art performance, painting, design, visual promotion construction or other professional skills suitable to the form of propaganda;

c) Being able to use technical means and equipment in service of task requirements;

d) Capable of applying basic information technology to perform assigned tasks.

As such, intermediate cultural propaganda public employees should have the following professional qualifications:

+) Understand the guidelines and guidelines of the Party, policies and laws of the State on propaganda activities;

+) Have basic knowledge about propaganda and related cultural and art subjects; have one of the following skills:

Interpreting, presenting, performing musical instruments, performing arts, painting, designing, constructing visual propaganda or other professional skills suitable to the form of propaganda;

+) Being able to use technical means and equipment in service of task requirements;

+) Ability to apply basic information technology to perform assigned tasks.

What is salary coefficient of the career title of intermediate cultural propaganda public employees in Vietnam?

According to Article 8 of Circular 02/2023/TT-BVHTTDL (effective from April 10, 2023), the salary coefficient of the professional title of intermediate cultural propaganda public employees is as follows:

1. The professional titles of public employees specialized in cultural propagandizing as prescribed in this Circular are applied to Table 3 (Professional and professional salary table for officials and employees in the State's non-business units) promulgated together with the Government's Decree No. 204/2004/ND -CP dated December 14, 2004 on the salary regime for cadres, civil servants, public employees and the armed forces (hereinafter abbreviated as Decree No. 204/2004/ND-CP), specifically as follows:

a) The main job title of cultural propagandist is eligible for the salary range of A2 and group 2 (A2.2) public employees, ranging from salary coefficient 4.00 to salary coefficient 6.38;

b) The professional title of cultural propagandist is entitled to the salary range of A1-class public employees, from the salary coefficient 2.34 to the salary coefficient 4.98;

c) For the professional title of intermediate cultural propagandist, the salary scale of a grade B public employee is applied, from a salary coefficient of 1.86 to a salary coefficient of 4.06.

2. After the probationary period has expired as prescribed and the competent authority managing public employees decides to appoint the professional title as a cultural propagandist, the salary grade shall be ranked according to the appointed professional title as follows:

a) In case of appointment of the professional title of intermediate cultural propagandist:

Public employees with intermediate training qualifications, when recruiting, are suitable to the recruited job positions, ranked at level 1, salary coefficient of 1.86, grade of public employees of class B;

Public employees with college or higher training qualifications, when recruiting, are suitable for the job position to be recruited, ranked at level 2, salary coefficient 2.06, and grade B.

b) In case of appointment of the professional title of cultural propagandist:

Public employees with university training qualifications, when recruiting, are suitable to the recruited positions, ranked at level 1, salary coefficient 2.34, grade of A1 public employees;

Public employees who have a master's degree when recruiting, are suitable for the job position recruited, ranked at level 2, salary coefficient 2.67, grade A1 public servant;

Public employees with doctoral training qualifications when recruiting, suitable to the recruited job position are ranked level 3, salary coefficient 3.00, grade A1 public employees.

3. The change of salary arrangement for public employees from the professional title currently held to the professional title of cultural propagandist specified in this Circular shall comply with the guidance in Section II of Circular No. 02/2007/ TT-BNV dated May 25, 2007 of the Minister of Home Affairs guiding salary grading when raising ranks, changing ranks, changing types of civil servants and public employees (hereinafter referred to as Circular No. 02/2007/TT-BNV for short).

According to this Article, the professional title of intermediate cultural propagandist is entitled to the salary range of grade B public employees, from salary coefficient 1.86 to salary coefficient 4.06.

What are standards of professional ethics of intermediate cultural propaganda public employees in Vietnam?

In Article 3 of Circular 02/2023/TT-BVHTTDL (effective from April 10, 2023), the professional ethics standards of intermediate cultural propaganda public employees are as follows:

1. Be responsible for the assigned work, comply with the provisions of law; properly and fully fulfill the obligations of public employees in professional activities.

2. Dedication to the profession, honesty, objectivity, frankness; do scientific work, have clear opinions; have a modest and proper attitude when dealing with people; consciously fighting wrong and negative acts; practice thrift, fight waste.

3. Have a spirit of solidarity, positivity, and proactively coordinate with colleagues in performing assigned tasks.

4. Constantly learning and practicing to improve quality, qualifications and capacity.
