What are standards for village heads in Vietnam?
In Article 11 of Circular 04/2012/TT-BNV stipulating standards for village heads, neighborhood heads and village deputy heads, neighborhood deputy heads as follows:
Village head, neighborhood head, and village deputy head, neighborhood deputy head must be a person who has permanent or regular residence in the village or neighborhood, is 21 years of age or older, healthy, enthusiastic and sense of responsibility in his/her work; has good political credentials and moral qualities, and is trusted by the people; in addition, he/she and his/her family are good samples that comply with guidelines and policy of the Communist Party, policies, laws of State and local regulations; gain cultural knowledge, competence, experience and methods of mobilizing and direct the people to implement self-management work of the community and perform tasks assigned by superior authorities.

What are duties and entitlement of village heads in Vietnam?
In Article 10 of Circular 04/2012/TT-BNV, as amended by Clause 8, Article 1 of Circular 14/2018/TT-BNV, it stipulates duties and entitlement of village heads and neighborhood heads as follows:
1. Mission:
a) Convene and chair meetings of villages and neighborhood groups; organize the implementation of the work within the village, population groups have been discussed and decided by the people; ensure the contents of activities of villages and residential quarters according to the provisions of Article 5 of this Circular;
b) Mobilize and organize the people to well implement democracy at the grassroots level and village conventions and conventions already approved by competent agencies;
c) Gather, reflect, and request the commune-level authorities to settle the legitimate recommendations and aspirations of the people in the villages and residential quarters. To promptly report to the commune-level People's Committees on violations of the law in villages and residential quarters;
d) Make a record of the results discussed and decided directly by the people of the village or residential quarter on the work of the village or residential quarter; make minutes on the results discussed and voted on by the people of the village and the street population groups on the work within the scope of the commune; report the results to the Chairman of the commune-level People's Committee;
dd) Coordinating with the Front's Working Committee and socio-political organizations in villages and residential quarters to mobilize people to participate in the implementation of movements and campaigns launched by these organizations;
e) For the first six months of the year and at the end of the year, the work results must be reported to the village meeting, residential group.
2. Powers:
a) To be able to sign a contract on construction of works funded by the people in the village or residential group, which has been approved by the village meeting or residential group and ensure relevant regulations of the government. rights at all levels;

In Article 12 of Circular 04/2012/TT-BNV as amended by Clause 9 Article 1 of Circular 14/2018/TT-BNV stipulating procedures for voting, dismissing or discharging village heads, neighborhood heads and village deputy heads, neighborhood deputy heads are as follows:
1. Procedures for election, relief from duty and removal from office of village head and population group leader:
a) On the basis of agreement with the Party cell, the Working Committee of the Village Front, the population group shall nominate the list for the meeting of the village or the street population group to elect Tru in the village, the leader of the residential group ; At this conference, voters in villages and neighborhood groups can nominate themselves or nominate candidates. Based on the election results, the commune-level People's Committees shall decide to recognize the heads of villages and groups of population groups. The time of holding the election shall comply with the regulations of the People's Committee of the province;

2. Term of office of the village head , the head of the residential group and the deputy head of the village and the deputy head of the street group :
a) The head of the village, the head of the residential group has a term of 2.5 years (two and a half years) or 5 years (five years) as determined by the People's Committee of the province uniformly and in accordance with the specific conditions. locally. In case of the establishment of a new village, new residential group or the absence of a village head or a population group leader, the chairperson of the commune-level People's Committee shall decide to appoint a temporary village chief or group leader to manage activities of villages and residential groups until the election of village heads and population groups within no more than six months from the date of issuance of decisions to appoint interim heads of villages and groups of population groups.
b) The term of office of the deputy head of the village and the deputy head of the population group shall comply with the term of the village head and the head of the residential group.
Thus, term of office of the village head is 2.5 years (two and a half years) or 05 years (five years) as determined by the provincial People's Committee and consistent with specific local conditions in Vietnam.
