- Formulate and submit to the Minister draft legal documents on foreign affairs, international treaties and international agreements in the fields of culture, family, physical training, sports and tourism; organize the implementation, monitor, guide, examine and supervise the implementation of international treaties and international agreements in the branches and domains under the Ministry's state management.
- Formulate and submit to the Minister long-term, medium-term and annual strategies, programs and plans on international cooperation in the fields of culture, family, physical training, sports and tourism.
- Develop a research plan on foreign culture and international cooperation policies in the fields of culture, family, physical training, sports, tourism and organize the implementation after it is approved.
- Act as the focal point to advise or coordinate in proposing the participation in intergovernmental committees with foreign countries, international organizations in the fields of culture, family, physical training, sports and tourism according to the division of labor. of the Minister.
- Aassume the prime responsibility for advising and submitting to the Minister for decision allowing the organization of international conferences and seminars; monitor, guide, inspect and supervise the organization of approved international conferences and seminars.

- Be the head of international relations and international integration (except in the field of international economy) of the Ministry; participate in the appraisal of investment projects, joint ventures and association with foreign countries of units under the Ministry; mobilize funding and implement programs and projects in the fields of culture, family, physical training, sports and tourism as assigned by the Minister.
- Directly manage budget sources for external activities assigned by the Ministry; budget delegation out, delegation in; the budget for programs of foreign affairs and support for the promotion of culture, physical training, sports, family and tourism on a national scale abroad.
- Assume the prime responsibility for, and coordinate with relevant functional agencies in, reporting to the Minister to submit to competent authorities the establishment of overseas Vietnamese cultural centers and the establishment of foreign cultural establishments in Vietnam.
