According to Article 9 of the Working Regulations of the Ministry of Education and Training (Issued together with Decision 355/QD-BGDDT in 2022), it regulates the responsibilities, scope and methods of handling work of civil servants and public employees and employees as follows:
1. Comply with the direction and assignment of tasks by the head of the unit and the deputy of the unit in charge of the task. For units with department level, comply with the direction and assignment of tasks by the department head or deputy head of department in charge, and at the same time comply with the direct direction and assignment of tasks (if any) by the head or department deputy of the unit.
2. Develop a detailed plan to carry out assigned tasks to ensure completion on time; Organize the implementation of quality assurance tasks and comply with work handling procedures; has the right to hold his own opinion and express that opinion in the report for the head of the unit or deputy in charge of the task to consider, decide and comply with the decision of the head or deputy of the sub-unit. Civil servants, public employees, and workers are responsible to the heads and deputies of the units in charge of tasks and to the law for the progress, content, process, and procedures of implementing assigned tasks.
3. In case the Ministry's leaders request to work directly, civil servants, public employees, and workers are responsible for fully preparing records and documents for reporting. At the same time, be responsible for promptly reporting to the unit head or deputy in charge before and after working with Ministry leaders.
4. Proactively coordinate work, exchange opinions on relevant issues, provide information or discuss within units and working groups during the process of handling specific tasks; Report to the unit head and deputy in charge of making decisions on issues with differing opinions. In case of necessity, civil servants, public employees, and workers have the right to request the head of the unit to supplement human resources to coordinate the performance of tasks.
5. Do not have attitudes or behaviors that are authoritative, bossy, or harassing towards individuals or organizations in the process of handling work; Do not take advantage of your position for personal gain in any form or have other attitudes or behaviors that affect the Ministry's reputation.
6. Comply with regulations on labor discipline; practice thrift and combat waste; security mode; fire prevention; Maintain order, safety, and cleanliness of the agency.
7. Before transferring jobs or retiring, you must hand over all records and documents to the head of the unit (including assets and funds, if any). The handover content must be fully expressed in minutes and is one of the grounds for granting a salary termination certificate and completing personal records.

In addition, Article 10 of the Working Regulations of the Ministry of Education and Training (Issued together with Decision 355/QD-BGDDT in 2022) stipulates coordination relationship to resolve work between units under the Ministry as follows:
1. In the process of implementing tasks, the unit assigned by the Ministry's leadership needs to coordinate closely with relevant units. The presiding unit reviews and requests opinions from units with functions and tasks directly related to the contents that need to be coordinated to resolve the work, in which it is necessary to specify the issues that need to be consulted.
2. The lead unit is primarily responsible for the entire work handling process, and is responsible for transferring relevant records and documents to the coordinating unit; The coordinating unit is responsible for providing opinions on work contents within the scope of the unit's responsibility at the request of the presiding unit and is responsible for the coordination content; The maximum time for comments is five (05) working days from the date of receipt of dossiers and documents (Except for express documents or documents with specific deadlines, they will be implemented according to the deadline specified in the official dispatch of the presiding unit). When the coordinating unit needs further clarification of content or information, it should proactively discuss with the presiding unit.
3. The lead unit proactively coordinates with heads of other units under the Ministry to handle issues related to work within the functions and tasks of many units.
4. For matters that arise beyond its authority, the presiding unit is responsible for reporting to the Minister or Deputy Minister in charge for guidance for timely resolution; Do not transfer work within the functions, tasks, and authority of your unit to another unit; Do not handle work that falls within the functions and tasks of another unit unless assigned by the Ministry's leadership.
