Article 4 of the Rules of Procedure of the National Assembly, issued together with Resolution 71/2022/QH15 (effective from March 15, 2023), stipulates the responsibilities of the Head and Vice Head of the Delegation of the National Assembly as follows:

1. The Head of the Delegation of the National Assembly is responsible for the following: Organizing the members of the delegation to implement the program of the National Assembly session, the Rules of Procedure of the National Assembly session, and other regulations on the National Assembly session;
Organizing and directing the activities of the delegation; Maintaining contact with the President of the National Assembly, the Vice Presidents of the National Assembly, the organs of the National Assembly, the organs under the Standing Committee of the National Assembly, the delegations of the National Assembly, and the General Secretary of the National Assembly.

2. The Vice Head of the Delegation of the National Assembly is responsible for the following: Assisting the Head of the Delegation in performing his/her duties in accordance with the instructions of the Head of the Delegation; When the Head of the Delegation is absent, the Vice Head of the Delegation is authorized by the Head of the Delegation to perform the duties of the Head of the Delegation.

Who are invited to attend the National Assembly Session, attend the Listening Session at the National Assembly Session in Vietnam?

Article 5 of the Rules of Procedure of the National Assembly, issued together with Resolution 71/2022/QH15 (effective from March 15, 2023), stipulates the following people who are invited to attend the National Assembly session, attend the listening session at the National Assembly session:

1. The Chief Justice of the Supreme People's Court, the Prosecutor General of the Supreme People's Procuracy, members of the Government, the Auditor General of Vietnam, and the heads of agencies established by the National Assembly who are not members of the National Assembly. They are responsible for attending the plenary session of the National Assembly when discussing issues related to the industry or field they are responsible for. People invited to attend the National Assembly session as stipulated in this paragraph are allowed to express their opinions on issues related to the industry or field they are responsible for if they are agreed or requested by the President of the National Assembly or the Vice President of the National Assembly who is assigned to preside over the session.

2. Guests of honor from Vietnam and abroad are decided by the President of the National Assembly upon the proposal of the General Secretary of the National Assembly. The General Secretary of the National Assembly shall consult and agree with the Chairman of the Foreign Affairs Committee of the National Assembly on guests of honor from abroad before reporting to the President of the National Assembly.

The Standing Committee of the National Assembly considers the issue of guests of honor from Vietnam speaking at the plenary session of the National Assembly at the proposal of the General Secretary of the National Assembly; considers the issue of guests of honor from abroad speaking at the plenary session of the National Assembly at the proposal of the Standing Committee of the Foreign Affairs Committee of the National Assembly to be submitted to the National Assembly for consideration and decision to include in the program of the National Assembly session.

3. Representatives of government agencies, central agencies of political organizations, political-social organizations, social organizations, economic organizations, armed forces units, and news agencies. Based on the program of the National Assembly session, the proposals of the Chairman of the National Assembly Ethnic Council, the Chairman of the Committees of the National Assembly, the heads of agencies under the Standing Committee of the National Assembly, the General Secretary of the National Assembly decides the list of people invited as stipulated in this paragraph.

4. Citizens may attend the public sessions of the National Assembly. The General Secretary of the National Assembly organizes the citizens to attend the public sessions of the National Assembly.

5. The regulations on the use of documents and the seating arrangements of people invited to attend the National Assembly session as stipulated in paragraphs 1, 2, and 3 of this Article shall be decided by the General Secretary of the National Assembly.

Article 8 of the Rules of Procedure of the National Assembly, issued together with Resolution 71/2022/QH15 (effective from March 15, 2023), stipulates the following on the storage of documents supporting the National Assembly session:

The official documents supporting the National Assembly session, laws, resolutions of the National Assembly, minutes, audio recordings of the sessions at the National Assembly session, voting slips, and other documents related to the National Assembly session shall be stored in accordance with the provisions of the law on archives.
