According to Article 57 of the Regulations on the management, operation, and exploitation of the National Public Service Portal issued together with Decision 31/2021/QD-TTg (effective from December 9, 2021), the responsibilities of the Government Office are as follows:

1. Manage the National Public Service Portal to ensure smooth, safe, and stable operation. Coordinate with ministries, sectors, agencies, and localities to implement and connect the National Public Service Portal with the Public Service Portal, the Single Window Electronic Information System, national databases, and other information systems implemented by ministries, agencies, and localities to effectively serve administrative procedures and online public services.

2. Provide guidance and training to ministries, agencies, and localities on utilizing the functions of the National Public Service Portal to publish and publicize administrative procedures, handle administrative procedures, provide online public services, receive, process, and respond to feedback and suggestions from organizations and individuals.

3. Monitor, inspect, and urge ministries, agencies, and localities in connecting, integrating information, publishing, publicizing administrative procedures, handling administrative procedures, providing online public services, receiving, processing, and responding to feedback and suggestions in a timely manner and within their competence.

4. Consolidate and report to the Prime Minister for handling or directing the handling of agencies and organizations that fail to strictly implement the publication, publicization, receipt of administrative procedure documents, online public services, receipt, processing, and response to feedback and suggestions based on information connected and integrated from the national, provincial-level Public Service Portals and the National Public Service Portal.

5. Regularly study and summarize the difficulties and obstacles of ministries, sectors, and localities in the process of operating and utilizing the National Public Service Portal to promptly adjust, supplement, and upgrade its functions.

6. Ensure the information technology infrastructure for operating and exploiting the components of the national database on administrative procedures, the feedback and suggestion reception and response system, the identity management system, the electronic authentication system, and the 24/7 online payment system. Apply digital signatures and improve processes to shorten processing time, resolve tasks, reduce paper documents, and maximize convenience for organizations and individuals.

7. Provide tools to support agencies, units providing public services, commercial banks, and intermediaries in reconciling and reconciling data for online payment transactions through the National Public Service Portal's online payment system.

8. Coordinate with agencies, units providing public services, commercial banks, and intermediaries to investigate the causes and address any obstacles and shortcomings in the management and operation of the National Public Service Portal's online payment system.

9. Ensure the technical infrastructure, information security, and safety of the National Public Service Portal's online payment system and the security of information during implementation in accordance with legal regulations.

10. Implement the assigned tasks in Clause 3 Article 15, Clause 2 Article 21, Clause 3 Article 23, Clause 3 Article 26, Clause 4 Article 32, and Clause 8 Article 35 of the above Regulations.

11. Coordinate with press agencies and media to enhance communication for activities on the National Public Service Portal.
