Pursuant to Article 11 of Decree 78/2020/ND-CP stipulating as follows:
Responsibilities of registration and management of reserve officers
1. The Ministry of Defense provides guidance and instructions for the registration and management of reserve officers nationwide.
2. People's Committees at all levels are responsible for directing the local military agencies to carry out the registration and management of reserve officers in their respective areas.
3. The Military Zone Command, the Hanoi Capital Command, the Ho Chi Minh City Command, and the Provincial Military Command are responsible for directing and guiding the agencies and units under their authority, as well as the organizations and institutions within their territories, to carry out the registration and management of reserve officers.
4. The District-level Military Command, the Commune-level Military Command, and the Military Command of organizations or institutions, as well as the heads or legally authorized representatives of the organizations or institutions where reserve officers are working, studying, or residing, are responsible for carrying out the registration and management of reserve officers.
5. The agencies and organizations only accept and arrange employment and handle the rights and benefits of reserve officers who have fulfilled their registration obligations. They also create all necessary conditions for reserve officers to comply with the regulations on registering for reserve officer positions.
6. Permanent units, military academies, and military schools responsible for training reserve officers shall assist in the procedures and introduction of reserve officers for their initial registration at the Commune-level Military Command where the reserve officer resides, works, or studies.
7. The standing units of the People's Army must regularly coordinate with the local military agencies at all levels in the verification, registration, and management of reserve officers who have been assigned and appointed to their units.
8. Funding:
a) The funding for the management of reserve officers is ensured by the state budget in the annual expenditure plan of the Ministry of Defense.
b) The funding for the registration of reserve officers is ensured by the local budget.

Pursuant to Article 12 of Decree 78/2020/ND-CP stipulating as follows:
Management of Records and Reserve Officer Cards
1. Management of original reserve officer records:
a) District-level Military Command manages the records of reserve officers with the rank of Second Lieutenant.
b) Ho Chi Minh City Command, Provincial Military Commands manage the records of reserve officers with the rank of Major.
c) Hanoi Capital Command manages the records of reserve officers with the rank of Lieutenant Colonel and below.
d) Military Zones manage the records of reserve officers with the rank of Lieutenant Colonel.
e) Ministry of Defense manages the records of reserve officers with the rank of Colonel and above.
2. Reserve Officer Cards:
a) Reserve Officer Cards serve as the basis for identifying citizens who have been trained and registered as reserve officers.
b) Each reserve officer is issued only one Reserve Officer Card.
c) The validity of the Reserve Officer Card is linked to the reserve officer from the time of registration as a reserve officer until their discharge.
d) The Reserve Officer Card is not valid in cases where the card has been altered, erased, or when the person named on the card has been discharged as a reserve officer according to the law.
3. The Minister of Defense shall regulate the record books, registration forms, management of reserve officers, authority, and cases of issuing, replacing, revoking, managing, and using Reserve Officer Cards.
