According to Article 37 of the Management, Operation and Exploitation Regulations of the National Public Service Portal, issued together with Decision 31/2021/QD-TTg (effective from December 9, 2021), the following responsibilities are stipulated for commercial banks and payment intermediaries providing payment services:
1. Provide online payment services on the National Public Service Portal that meet the quality requirements of online payment services.
2. Comply with the technical standards for connection, integration, and synchronization in accordance with the technical instructions of the Government Office; coordinate with the Government Office, service providers to test the service before providing it to organizations and individuals on the National Public Service Portal.
3. Register a senior management account using the organization's public digital certificate device to grant management rights to relevant organizations and individuals to monitor connection, integration, reconciliation, and tracing of payment data with service providers on the National Public Service Portal at the address: quantri.dichvucong.gov.vn.
4. Publish and publicize the online payment service fees; publicly disclose the operational procedures, payment methods for organizations and individuals; update the contact information for data reconciliation and tracing on the National Public Service Portal as a basis for the parties to coordinate the settlement, resolution of tracing, and complaints.
5. Synchronize the status and data of the payment processing results to the online payment system of the National Public Service Portal in accordance with regulations.
6. Conduct daily reconciliation to ensure that the data is in sync and correct in transactions between commercial banks, payment intermediary service providers, and between commercial banks or payment intermediary service providers and service providers; if there are discrepancies, the parties shall investigate the cause and coordinate to resolve them no later than the next working day.
7. Fully account and settle the amounts collected for financial obligations for administrative procedures, the provision of public services in accordance with applicable laws.
8. Ensure the technical infrastructure, safety, and information security of the systems connected to service providers through the online payment system of the National Public Service Portal; regularly review, check, promptly detect, and fix technical problems caused by the system or errors of bank staff or payment intermediary service providers; coordinate with relevant agencies to find the cause and solutions to ensure safety and continuity during the management and operation of the online payment system on the National Public Service Portal.
9. Ensure the quality of online payment services and the confidentiality of information during implementation in accordance with applicable laws.
10. Coordinate with service providers to answer questions, trace for organizations and individuals carrying out administrative procedures.
