Pursuant to Clause 2 Article 9 of the Working Regulations of the Ministry of Health issued together with the Decision 1828/QĐ-BYT in 2022 stipulating as follows:

2. Responsibility for solving work

a) Actively research and advise on the assigned professional field to monitor and the tasks assigned by the head of the unit.

b) Take personal responsibility before the head of the unit and the deputy head of the unit in charge of the field for the proposed work, the progress, quality, and efficiency of the assigned work; the form, order,  and procedures for promulgating documents; and the process of dealing with assigned work to be monitored.

In the process of settling a job, if a civil servant or public employee has a proposal to solve a job that is not in agreement with the direction of his superior, he must still follow the direction of his superior but must report in writing to a higher level directly and is not responsible for such inconsistencies.

c) Strictly abide by the direction and assignment of the unit leader in handling work; actively coordinate work, exchange ideas on related issues, provide information, or discuss in units or working groups to handle specific tasks. In cases of necessity, civil servants and public employees have the right to request the head of the unit assign more people to assist in the performance of tasks.

d) Complete assigned tasks on time; update progress and results of tasks on the Ministry's electronic document management and administration system; in case it is not possible to complete the task, promptly report to the head of the unit, the direct leader, about the difficulties and problems encountered in the process of performing the work.

dd) Be responsible for keeping and preserving all dossiers and documents on job settlement (including electronic and paper versions) according to regulations and must take responsibility before the law and the head of the unit if any lost or misplaced files and documents relate to work.

e) In case the leader makes an adjustment in the assignment of tasks between civil servants and public employees, they must actively coordinate in handing over the contents of the work, relevant records, and documents.

f) Leave of at least two working days must be reported in writing and approved by the Unit Head.

3. Scope of handling assigned work

a) When being assigned tasks that are not within their assigned tasks or are not related to the fields under their respective competence, civil servants and public employees must immediately report to the tasking leader or competent leader for consideration; the reporting time limit does not exceed one working day for urgent documents and no more than two working days for ordinary documents, from the date of receipt of the job on the electronic document management and administration system or documents. paper.

b) In the process of solving work problems, if there are problems beyond their competence to solve, civil servants and public employees must immediately report them to the leader in charge or the competent leader to direct the settlement.

c) In case the head of the unit works and assigns work directly to the civil servant, he must promptly perform and report to the leader of the department, the deputy head of the unit in charge, and at the same time take responsibility for the results of the assigned work with the head of the unit.
