In Clause 1 and Clause 2, Article 22, Circular 08/2022/TT-BNNPTNT stipulates responsibilities and tasks of middle fisheries resources surveillance ship officers, as follows:
1. Position
As a civil servant performing the task of supporting operations during the operation of fishery surveillance vessels to participate in patrolling, inspecting, controlling, and detecting violations of fisheries laws in Vietnamese waters.
2. Mission
a) Carry out orders from direct leaders.
b) Participate in performing patrol, inspection, control, and specialized inspection tasks on the protection of aquatic resources.
c) Participate in the prevention and control of natural disasters, floods, storms and search and rescue.
d) Apply scientific and technical advances and advanced technology to ship operations.
d) Carry out maintenance according to technical procedures for equipment on board.
e) Perform other tasks as prescribed by law or assigned by agency leaders.

According to Clause 3, Clause 4, Article 22, Circular 08/2022/TT-BNNPTNT stipulates standards for professional capacity, training, and fostering for middle fisheries resources surveillance ship officer rank, as follows:
3. Standards of professional capacity and expertise
a) Understand the Party's policies and guidelines, State laws and development orientations, strategies and policies of the industry in the field of management and related expertise and operations.
b) Understand the process of patrolling, checking, controlling and inspecting the fisheries sector.
c) Have knowledge of security and defense at sea related to ship and crew operations.
d) Master the operating characteristics of fishery surveillance vessels. d) Able to go to sea.
e) Proficiently use equipment to serve mission requirements.
4. Standards for training and fostering qualifications
a) Have an intermediate diploma or higher in a major or field of training appropriate to the job position requirements.
b) Have worked on a ship for 6 months or more.
What are principles for salary ranking of civil servant ranks in the agricultural and rural development in Vietnam?
Pursuant to Article 23 of Circular 08/2022/TT-BNNPTNT regulating principles for salary ranking of civil servant ranks in the agricultural and rural development, accordingly:
1. The appointment and salary ranking of civil servant ranks in the agricultural and rural development sector specified in this Circular must be based on the job position, responsibilities, tasks and expertise undertaken by civil servants.
2. When appointing to the corresponding civil servant ranks in the agriculture and rural development sector, it is not allowed to combine salary grade increases or civil servant rank increases.
What is salary ranking method for civil servants in the agricultural and rural development in Vietnam?
In Article 24 of Circular 08/2022/TT-BNNPTNT, there are regulations on salary ranking, specifically as follows:
1. The ranks of civil servants in the agricultural and rural development sector specified in this Circular apply the professional salary schedule for officials and civil servants in state agencies (Table 2) issued together. Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regimes for officials, civil servants, public employees and the armed forces was amended and supplemented in Decree No. 17/ 2013/ND-CP dated December 19, 2013 of the Government as follows:
a) The ranks of chief forest ranger, chief fishery surveyor, and chief fisheries surveillance crew member are subject to the civil servant salary coefficient type A2, group A2.1, from salary coefficient 4.40 to salary coefficient 6.78.
b) The ranks of chief animal quarantine officer, chief plant quarantine inspector, and chief dyke inspector are subject to the salary coefficient of civil servants type A2, group A2.2, from salary coefficient 4.00 to salary coefficient 6.38.
c) The ranks of animal quarantine officers, plant quarantine officers, dyke inspectors, park rangers, fisheries inspectors, and fishery inspection crew members are subject to the Al civil servant salary coefficient, from salary coefficient 2, 34 to salary coefficient 4.98.
d) The ranks of animal quarantine technician, plant quarantine technician, intermediate dyke controller, intermediate forest ranger, intermediate fisheries inspector, and intermediate fishery inspector are subject to Class B civil servant salary, from salary coefficient 1.86 to salary coefficient 4.06.
2. After the probationary period expires according to regulations, the competent authority managing civil servants decides to appoint the civil servant rank, then the appointed salary level will be ranked as follows:
a) In case of having a specialized doctoral training level suitable to the job position, the person will be ranked level 3, coefficient 3.00 of the civil servant ranks specified in Point c, Clause 1 of this Article.
b) In case of having a specialized master's degree suitable for the job position, they will be ranked level 2, coefficient 2.67 of the civil servant ranks specified in Point c, Clause 1 of this Article.
c) In case of having a specialized college degree suitable for the job position, they will be ranked level 2, coefficient 2.06 of the civil servant ranks specified in Point d, Clause 1 of this Article.
