According to Clause 5 Article 8 of Circular 08/2022/TT-BNNPTNT, the following are the requirements for civil servants to take the exam to upgrade to the position of Chief Plant Inspector:
a) Must have a time of holding the current rank of Plant Inspector and equivalent from at least 9 years (not including the probationary period). In case there is a time of holding the equivalent rank of Plant Inspector, the time of holding the current rank of Plant Inspector and equivalent must be at least 1 year (not including the probationary period) as of the deadline for submitting the application form for the exam.
b) In the time of holding the current rank of Plant Inspector and equivalent, has participated in building at least 1 legal document or research project from the grassroots level up that has been approved by the competent authority to issue or implement; or has successfully implemented at least 1 activity of professional and technical expertise to improve the effectiveness of management in the assigned area.

What are duties and responsibilities of Plant Inspectors in Vietnam?
According to Clauses 1 and 2, Article 9 of Circular 08/2022/TT-BNNPTNT, the following are the duties and responsibilities of the position of Plant Inspector:
1. Duties
To be a professional and technical civil servant who helps the leader to organize and implement the work of plant inspection, import, export, transit and domestically at state agencies and organizations at the provincial, regional and central levels with the task of plant inspection.
2. Responsibilities
a) To develop plans, propose plans, implement and organize the implementation of plant inspection work, import, export, transit, domestically of the agency in the field assigned.
b) To detect pests and diseases subject to regulation and verify cases of suspected infection of pests and diseases subject to common plant inspection objects.
c) To perform many stages or the entire process of inspection of objects subject to plant inspection, import, export and transit of plants.
d) To decide, monitor and confirm the implementation of treatment measures for infected objects according to regulations and be personally responsible for his or her decisions.
dd) To propagate, disseminate and guide the legal regulations on plant inspection; detect, prevent and handle according to authority or propose handling for violations of the law.
e) To lead the agency's topics, experimental surveys; participate in building legal documents, topics, programs, projects, research programs from grassroots level up on plant inspection. Propose contents to amend and supplement regulations in the field of professional, technical, and technical plant inspection assigned.
g) To participate in inspecting the implementation of state regulations on the management of fumigation and other treatment activities in the field of plant protection and inspection.
h) To guide and train professional, technical skills for lower-ranking civil servants.
i) To perform other tasks in accordance with the law or the instructions of the agency.
