Pursuant to Article 9 of the Regulation on functions, tasks, powers and organizational structure of the Department of Culture and Sports of Ho Chi Minh City issued together with Decision 33/2022/QD-UBND of Ho Chi Minh City stipulating the working relationship of the Ho Chi Minh Department of Culture and Sports with the People's Committee of Ho Chi Minh City as follows:

1. The Department of Culture and Sports is under the direct management and direction of the People's Committee of Ho Chi Minh City. The Director of the Department is responsible for periodically and irregularly reporting the situation and operation plan of the Department to the People's Committee of Ho Chi Minh City according to the prescribed regime; attend meetings convened by the People's Committee of Ho Chi Minh City; implement and inspect the implementation of decisions and directions of the People's Committee of Ho Chi Minh City for the assigned fields. In case the regulations of the People's Committee of Ho Chi Minh City have points that are no longer suitable or contrary to the new regulations of the State, the Director of the Department is responsible for studying and proposing the People's Committee of Ho Chi Minh City to revise and supplement within the scope of management of the culture and sports industry.

2. Issues beyond the authority of the Director of the Department or within his authority but are not capable and qualified to be resolved, depending on the nature and scope of the problem, the Director of the Department of Culture and Sports must take the initiative to work with the heads of the Departments, departments and branches of the City, the Chairman of the People's Committee of the city under the City, the President of the People's Committee of the relevant district to complete the dossier and submit it to the People's Committee of Ho Chi Minh City, the President of the People's Committee of Ho Chi Minh City or the Vice Chairman of the People's Committee of Ho Chi Minh City is in charge of considering and deciding. If the Department's recommendations to the Ministry of Culture, Sports and Tourism are related to major undertakings and policies of Ho Chi Minh City, the Director of the Department must consult the Chairman of the People's Committee of Ho Chi Minh City or the Vice Chairman of the People's Committee of Ho Chi Minh City is in charge before proposing to the Ministry of Culture, Sports and Tourism.

Pursuant to Article 10 of the Regulation on functions, tasks, powers and organizational structure of the Department of Culture and Sports of Ho Chi Minh City issued together with Decision 33/2022/QD-UBND of Ho Chi Minh City stipulating the working relationship of the Ho Chi Minh Department of Culture and Sports with other departments and branches of Ho Chi Minh City as follows:

1. The Director of the Department of Culture and Sports, when dealing with issues within his/her competence related to other departments and branches, must actively discuss and seek opinions of other departments and branches in writing before implementing.

2. Issues submitted by the Department of Culture and Sports to the People's Committee of Ho Chi Minh City related to other departments and branches must have their official opinions in writing. If there are still different opinions, submit them to the People's Committee of Ho Chi Minh City for consideration and decision.

What are regulations on the working relationship of Ho Chi Minh Department of Culture and Sports with Vietnam Communist Party organizations, Vietnam Fatherland Front Committee and socio-political organizations?

Pursuant to Article 11 of the Regulation on functions, tasks, powers and organizational structure of the Department of Culture and Sports of Ho Chi Minh City issued together with Decision 33/2022/QD-UBND of Ho Chi Minh City stipulating the working relationship of Ho Chi Minh Department of Culture and Sports with Vietnam Communist Party organizations, Vietnam Fatherland Front Committee and socio-political organizations as follows:

1. For the Committees of the Ho Chi Minh City Party Committee: The Department has a direct working relationship through which to receive the orientations and directions of the Ho Chi Minh City Party Committee, and opinions of the Committees on matters related to the contents of the Department's activities.

2. For the Vietnam Fatherland Front Committee and the socio-political organizations of Ho Chi Minh City: the Department shall coordinate with the Vietnam Fatherland Front Committee and socio-political organizations in the performance of the Department's duties. Creating conditions for the Vietnam Fatherland Front Committee and socio-political organizations to consult with the Department in formulating regimes and policies related to the cultural and sports sectors.

3. For issues related to the culture and sports sector, the Director of the Department invites participation or gives written opinions to the leaders of the Vietnam Fatherland Front Committee and mass organizations before submitting Ho Chi Minh City People's Committee.
