What are regulations on the working regime and coordination mechanism of the National Committee on Digital Transformation in Vietnam?
Based on Article 9 of the Operating Regulations of the National Committee on Digital Transformation, issued along with Decision 24/QD-UBQGCDS in 2022, the working regime and coordination mechanism are as follows:
1. Members of the Committee and the Working Group work in a part-time capacity. The Chairman of the Committee, as well as the Deputy Chairman on duty, use the official seal of the Prime Minister's Office, while other members use the seal of their respective agencies.
2. The Chairman and Deputy Chairman of the Committee regularly or ad hoc work with Committee members, the Working Group, as well as ministries, sectors, and localities to receive reports on the progress and provide guidance on the implementation of the Committee's programs and work plans.
3. Committee members have the authority to assign lead units, mobilize resources, and allocate personnel from their own agencies to carry out tasks assigned by the Chairman and Deputy Chairman of the Committee. They coordinate with the Working Group in task execution and report the results to the Chairman of the Committee.
4. The Head of the Working Group convenes the members of the Working Group and mobilizes domestic and international experts to work at the Ministry of Information and Communications for a certain period to assist the Committee in research, drafting projects, proposals, legal documents, and other assigned tasks. The Head of the Working Group consults with the Ministry of Public Security regarding the engagement of foreign experts or those working for foreign organizations. They are responsible for protecting state secrets when experts work at the Ministry of Information and Communications.

What are regulations on the meetings of the National Committee on Digital Transformation in Vietnam?
Based on Article 8 of the Operating Regulations of the National Committee on Digital Transformation, issued along with Decision 24/QD-UBQGCDS in 2022, the regulations on the meetings of the Committee are as follows:
1. The Committee holds regular meetings once per quarter and conducts mid-year reviews every 6 months. It also holds an annual summary meeting with the Steering Committee on Digital Transformation of ministries, sectors, and localities, or ad hoc meetings summoned by the Chairman of the Committee. In addition, the Committee may hold standing meetings with relevant agencies. The attendance of the meetings is determined by the meeting chairperson. For each Committee meeting, the Working Group must provide a specific, clear report with objectives, progress, and results.
2. The Chairman of the Committee decides to convene expanded meetings with the participation of heads of agencies responsible for implementing strategies, programs, projects related to digital transformation, the development of e-government, digital economy, digital society, smart cities, as well as relevant experts and scientists.
