What are regulations on the work performance standards for members of the Executive Board of the Vietnam General Confederation of Labor?
According to Point a, Clause 1, Article 3 of the Regulations on the Position Standards for Trade Union Leadership and Management Cadre at All Levels, issued together with Decision 3169/QD-TLĐ in 2021, the work performance standards for members of the Executive Board of the Vietnam General Confederation of Labor are as follows:
a) On work performance
- Must have a basic understanding of the economic, political, legal, labor movement, and trade union activities; have the ability to concretize the Party's lines, guidelines, and policies, the laws of the State; have the ability to identify contradictions, challenges, opportunities, advantages, new and difficult issues, and limitations and shortcomings in practice, appropriate to the position of work; be sensitive, grasp timely new issues arising among workers, civil servants, and workers and trade union activities; have the ability to propose and participate in building decisions, resolutions, and work guidelines of the Executive Board of the Vietnam General Confederation of Labor.
- Have the ability to effectively organize and implement the Party's resolutions, policies, laws of the State, directives, resolutions, and work guidelines of the Executive Board of the Vietnam General Confederation of Labor at the locality, industry, and field assigned.

What are regulations on the education requirements for a member of the Executive Board of the Vietnam General Confederation of Labor?
According to Point b, Clause 1, Article 3 of the Regulations on the Position Standards for Trade Union Leadership and Management Cadre at All Levels, issued together with Decision 3169/QD-TLĐ in 2021, the education requirements for members of the Executive Board of the Vietnam General Confederation of Labor are as follows:
b) On education
- Personnel who are full-time trade union officials at the immediate superior level of the grassroots or higher; representatives of economic, public service units directly under the Vietnam General Confederation of Labor; the structure of ministries, departments, agencies, and central agencies must have a university degree or equivalent and a master's degree in political theory.
- Personnel who are grassroots trade union officials must have a university degree or equivalent.
Personnel who are workers, direct producers must have a vocational secondary school degree or higher or have a professional skill level of 4/7 or equivalent or higher according to the characteristics of the craft.

According to Point c, Clause 1, Article 3 of the Regulations on the Position Standards for Trade Union Leadership and Management Cadre at All Levels, issued together with Decision 3169/QD-TLĐ in 2021, the experience requirements for members of the Executive Board of the Vietnam General Confederation of Labor are as follows:
c) On leadership, management, and trade union work experience
- Personnel at the departments and equivalent agencies of the Vietnam General Confederation of Labor must hold a position of director; if there is a deputy position, then there must be time to hold a deputy position for at least 1 year. Personnel at the ministries, departments, agencies, and central agencies must hold the position of deputy director general and equivalent or higher; personnel at economic units, public service units directly under the Vietnam General Confederation of Labor must be the head.
- Personnel at the provincial and central industry trade unions must hold the position of chairman. In case the unit has a vice-chairman structure, the personnel must have time to hold the position of vice-chairman for at least 1 year.
- Personnel at the immediate superior level of the grassroots trade unions must hold the position of chairman of the immediate superior level of the grassroots trade unions and have had time to hold the position of vice-chairman of the immediate superior level of the grassroots trade unions and equivalent or higher for at least 1 year.
- Personnel at the grassroots trade unions must hold the position of chairman of the grassroots trade unions for at least 3 years.
- Personnel who are workers, direct producers must have had continuous working time at the unit for at least 3 years; the agency, unit, enterprise must have from 2,000 trade union members or more; at the same time, they are core union members, leading in the activities organized by the standing committee of the grassroots trade union, have the opportunity to participate in the Executive Board of the Vietnam General Confederation of Labor, and have been awarded outstanding achievements in trade union activities by the provincial or central industry trade union.
