Pursuatn to Article 29 of the National Assembly's Session Regulations issued together with the Resolution 71/2022/QH15 (effective from March 15, 2023) stipulating the vote counting committee at the National Assembly sessions in Vietnam as follows:
1. The vote counting committee consists of its head and members who are National Assembly deputies elected by the National Assembly at the proposal of the National Assembly President; At the first session of each National Assembly, the members of the Vote Counting Committee are proposed by the President of the previous National Assembly. Members of the Vote Counting Committee are not on the list for the National Assembly to elect and approve; dismiss, dismiss from duty as National Assembly deputies; dismiss, remove from office, approve the request for dismissal or dismissal; vote of confidence.
2. The Vote Counting Committee has the task of guiding and administering the voting by secret ballot; determine vote counting results, voting results; make minutes and report to the National Assembly on vote counting and voting results; seal the vote; explain the National Assembly deputies' opinions on the counting of votes.
3. The Vote Counting Committee determines the voting results by secret ballot according to the following principles:
a) In case of voting to elect positions in the state apparatus, the person who receives more than half of the valid votes in favor of the total number of National Assembly deputies and gets more votes for it will be elected. In case of electing the same title and many people receive the same number of votes and get more than half of the valid votes for approval compared to the total number of deputies to the National Assembly, the National Assembly shall vote again to elect this title from among those who are elected. approved by an equal number of valid votes. Among those who are put to a re-vote, the person who gets the most votes in favor is the winner; if the vote is re-voted, but many people still get the same number of votes, the person who is older will be elected;

4. The Vote Counting Committee ends its task after reporting the voting results by secret ballot. 1. Dossiers submitted to the National Assembly on persons who are inducted into titles for the National Assembly to elect or approve include:
a) A report submitted by a competent agency or individual;
b) The draft resolution;
c) Verification report by the agency of the National Assembly in cases prescribed by law;
d) Dossiers of persons who are inducted into positions for election or approval by the National Assembly and other documents as prescribed by the National Assembly Standing Committee.
2. Dossier of candidates introduced by National Assembly deputies or self-nominated by the National Assembly Standing Committee shall be prescribed by the National Assembly Standing Committee and must be sent to the National Assembly Standing Committee at least 02 days before the election session or approve that title.
