c) Establishing a personal identification number for individuals of Vietnamese origin whose nationality has not been determined.

d) Issuing, exchanging, reissuing, revoking, retaining, and returning the identity card certificate.

b) Organizations, institutions, and individuals can use the personal identification number on the identity card certificate to verify the information of the individual in the national database on population, other national databases, and specialized databases as prescribed by law.

When individuals of Vietnamese origin whose nationality has not been determined are required to present the identity card certificate by competent authorities, those authorities cannot request the individual to present additional documents or provide information that has already been certified in the identity card certificate, unless the information of the individual has changed or the information in the identity card certificate is inconsistent with the information in the national database on population.

c) The state protects the legitimate rights and interests of individuals who have been issued the identity card certificate as prescribed by law.

6. The government shall provide detailed regulations regarding Clause 2 of this Article, including the authority, procedures, and timeline for issuing, exchanging, reissuing, revoking, retaining, and returning the identity card certificate. The Minister of Public Security shall prescribe the template of the identity card certificate.

What is the fee for issuing an identity card certificate in Vietnam?

According to Article 38 of the Identification Card Law 2023, there are provisions regarding fees for issuing identity card certificates as follows:

Fees for the exploitation and use of information in the national database on population and fees for issuing, exchanging, and reissuing identity cards and identity card certificates.

1. Organizations and individuals who exploit and use information in the national database on population, as regulated in Clause 8 of Article 10 of this Law, must pay fees as prescribed by laws on fees and charges.

2. Citizens do not have to pay fees when they are issued their first identity card.

3. Citizens must pay fees when their identity cards are exchanged or reissued, except in the following cases:

a) Exchanging identity cards as regulated in point a and point d of Clause 1 of Article 24 of this Law;

b) There are errors in the information printed on the identity card due to the fault of the card management authority.

4. No fees are charged for issuing, exchanging, or reissuing identity card certificates for individuals of Vietnamese origin whose nationality has not been determined.

Therefore, the identity card certificate will be issued free of charge for individuals of Vietnamese origin whose nationality has not been determined.

Note: The Identification Card Law 2023 will come into effect on July 1, 2024.
