The target of skill level testing in the military in Vietnam
Based on Article 8 of the Regulations on the content, methods of organizing the assessment of competence and technical expertise for professional military personnel and defense officials who are technical staff in the military, issued with Decision 275/QD-BQP in 2021, the regulation regarding the target of testing is as follows:
1. Technical staff with senior, intermediate, and basic levels directly involved in the management, operation, and use of technical equipment at units, production facilities, repair and maintenance facilities, and storage of technical equipment must undergo skill level testing according to their assigned positions.
2. Technical staff holding the position of a driver must consistently perform their duties well, avoid accidents or disciplinary violations. They will only undergo theoretical testing on knowledge of traffic laws and road safety regulations, as confirmed and directed by the competent commanding body or unit.
3. Technical staff in the measurement field, holding positions such as inspector, tester, test personnel, personnel involved in the acceptance and management of measuring and testing equipment, are not required to undergo skill level testing.

The content of skill level testing in the military in Vietnam
Based on Article 9 of the Regulations on the content, methods of organizing the assessment of competence and technical expertise for professional military personnel and defense officials who are technical staff in the military, issued with Decision 275/QD-BQP in 2021, the regulation regarding the content of testing is as follows:
1. Theoretical testing
a) Basic knowledge of the field;
b) Professional knowledge (specialized theory);
c) Professional knowledge related to skills and occupational safety and health regulations: Content of regulations, policies, and provisions of the relevant field related to professional skills and occupational safety and health;
d) For high-level technical training, the theoretical testing includes the provisions mentioned in points a, b, c above, as well as testing on management, production experience, repair or innovation, and the application of new scientific and technological advancements in repairing, producing, and maintaining technical equipment.
2. Practical testing
a) Manufacturing or processing products;
b) Using and operating technical equipment;
c) Using measuring tools, testing equipment, and performing skills;
d) Preserving, maintaining, calibrating, and repairing technical equipment;
dd) Work demeanor, skills in using technological equipment and occupational safety and health;
e) For high-level technical training, based on specific requirements of each profession, testing is conducted through production, testing, and research projects, inventions, and technical innovation.
