What are regulations on the swearing-in ceremony at the National Assembly session in Vietnam?

Pursuatn to Article 31 of the National Assembly's Session Regulations issued together with the Resolution 71/2022/QH15 (effective from March 15, 2023) stipulating the swearing-in ceremony at the National Assembly session in Vietnam as follows:

1. The President of the National Assembly, the State President, the Prime Minister, and the Chief Justice of the Supreme People's Court swear allegiance to the Fatherland, the People and the Constitution.

2. In addition to the content specified in Clause 1 of this Article, the person taking the oath shall decide the content of the oath in accordance with the assigned responsibilities.

3. The sworn position is the solemn position of the stage. The National Assembly deputies who were invited to attend and listen at the meeting stood solemnly to witness the swearing-in ceremony.

4. The swearing-in ceremony shall be conducted in the following order:

a) Field musicians sends ceremonial music and troops into positions;

b) The person taking the oath salutes the National Flag, enters the swearing-in position and takes the oath;

c) After taking the oath, the person taking the oath gives a speech of taking office.

Pursuatn to Clause 1 and 2, Article 32 of the National Assembly's Session Regulations issued together with the Resolution 71/2022/QH15 (effective from March 15, 2023) stipulating procedures for deciding the number of members of the Standing Committee of the National Assembly at the first session in Vietnam as follows:

1. At the first session of each National Assembly, the National Assembly shall decide on the number of members of the National Assembly Standing Committee in the following order:

a) The Standing Committee of the previous National Assembly shall submit to the National Assembly the number of members of the Standing Committee of the National Assembly and a draft resolution on the number of members of the Standing Committee of the new National Assembly;

b) The National Assembly deputies discuss at the National Assembly Delegation; The President of the previous National Assembly may meet with the Heads of the National Assembly Delegation to discuss related issues;

c) The Standing Committee of the previous National Assembly shall report to the National Assembly on the explanation and reception of opinions discussed by the National Assembly deputies at the National Assembly Delegation;

d) The National Assembly discusses;

dd) The Standing Committee of the previous National Assembly shall report to the National Assembly on the explanation and absorption of opinions of the National Assembly deputies and the revision of the draft resolution;

e) The National Assembly votes to approve the draft resolution.

2. At the meetings after the first session, in case of necessity, the National Assembly shall decide on the number of members of the National Assembly Standing Committee at the request of the National Assembly Standing Committee according to the order specified in Clause 1 of this Article.

Pursuatn to Clause 3 and 4, Article 32 of the National Assembly's Session Regulations issued together with the Resolution 71/2022/QH15 (effective from March 15, 2023) stipulating procedures for decision to elect the President of the National Assembly, Vice President of the National Assembly, member of the Standing Committee of the National Assembly of Vietnam as follows:

3. At the first session of each National Assembly, the National Assembly elects the National Assembly Chairperson, the National Assembly Vice President, and a member of the National Assembly Standing Committee in the following order:

a) The Standing Committee of the previous National Assembly shall submit a list of nominees for the National Assembly to elect the National Assembly Chairperson, National Assembly Vice President and members of the National Assembly Standing Committee;

b) In addition to the list proposed by the Standing Committee of the previous National Assembly, National Assembly deputies have the right to nominate or nominate themselves for the positions of President of the National Assembly, Vice Chairman of the National Assembly, member of the Standing Committee of the National Assembly. the National Assembly; the person nominated to be a candidate has the right to withdraw from the list of candidates;

c) National Assembly deputies discuss at the National Assembly Delegation; The President of the previous National Assembly may meet with the Heads of the National Assembly Delegation to discuss related issues;

d) The Standing Committee of the previous National Assembly shall report to the National Assembly on the explanation and reception of opinions discussed by the National Assembly deputies at the National Assembly Delegation; submit to the National Assembly for decision a list of candidates introduced by National Assembly deputies or self-nominated (if any);

d) The National Assembly discusses and votes to approve the list to elect the National Assembly Chairperson, National Assembly Vice President, National Assembly Standing Committee member;

e) The National Assembly establishes a vote counting committee;

g) The National Assembly elects the President of the National Assembly, Vice President of the National Assembly, members of the Standing Committee of the National Assembly by secret ballot;

h) The Vote Counting Board shall report on the vote counting and voting results;

i) The Standing Committee of the previous National Assembly shall submit to the National Assembly a draft resolution to elect the President of the National Assembly, the Vice President of the National Assembly and members of the Standing Committee of the National Assembly;

k) The National Assembly discusses;

l) The Standing Committee of the previous National Assembly shall report to the National Assembly on the explanation and absorption of opinions of the National Assembly deputies and the revision of the draft resolution;

m) The National Assembly votes to approve the draft resolution;

n) The President of the National Assembly takes the oath.

4. At the meetings after the first session, in case of necessity, the National Assembly elects the National Assembly Chairperson, Vice President, and members of the National Assembly Standing Committee on the basis of the Standing Committee's proposal. The National Assembly according to the order specified in Clause 3 of this Article.
