According to Article 24 of Circular 128/2021/TT-BCA, the review of the Inspection Report in specialized inspections conducted by the People's Public Security force is as follows:

1. The decision-maker in the inspection reviews and evaluates the contents of the Inspection Report.

2. In cases where clarification or additional information is needed regarding the contents of the Inspection Report, the decision-maker in the inspection requests the head of the inspection team and the members of the inspection team to report or organizes a meeting of the inspection team with the participation of the head of the agency or unit leading the inspection and the supervisor (if any) to directly hear the inspection team's report.

3. The head of the inspection team organizes a meeting of the inspection team to discuss and clarify the Inspection Report, and completes the supplementary report according to the guidance of the decision-maker in the inspection.

4. The head of the inspection team submits the supplementary report, providing further clarification of the Inspection Report, to the decision-maker in the inspection along with the differing opinions of the inspection team members (if any).

What are regulations on the drafting of the Inspection Conclusion in specialized inspections conducted by the People's Public Security force in Vietnam?

According to Article 25 of Circular 128/2021/TT-BCA, the drafting of the Inspection Conclusion in specialized inspections conducted by the People's Public Security force is as follows:

1. After receiving the Inspection Report and any supplementary report (if applicable) from the inspection team, the decision-maker in the inspection instructs the head of the inspection team to draft the Inspection Conclusion and submit it to the decision-maker. In case the head of the inspection team is unable to continue the task due to health reasons or other reasons, the decision-maker in the inspection appoints the deputy head of the inspection team (if available) or assigns a member of the inspection team to draft the Inspection Conclusion until a decision is made to replace the head of the inspection team.

2. The draft Inspection Conclusion includes the following contents:

a) Evaluation of the implementation of policies, laws, functions, tasks, and authorities of the inspected entity within the scope of the inspection.

b) Conclusions on each content of the inspection as stated in the inspection plan.

c) Identification of the causes and responsibilities of the collective and individuals for any limitations, shortcomings, or violations discovered.

d) Recommendations on relevant matters concerning the inspected entity and the competent agencies or organizations for processing according to legal regulations.

3. The draft Inspection Conclusion, after obtaining the opinions of the head of the agency or unit leading the inspection, is submitted by the head of the inspection team to the decision-maker in the inspection for approval.
