What are regulations on the application of criteria and content of statistical quality criteria in Vietnam?
Pursuant to Article 3 of the Circular 22/2022/TT-BKHĐT stipulating the application of criteria and content of statistical quality criteria in Vietnam as follows:
Apply statistical quality criteria and content
1. The state statistical system applies 19 criteria with 92 criteria contents.
2. The Central Statistical Office applies 19 criteria with 75 criteria contents.
3. Statistical offices of ministries and branches apply 16 criteria with 43 criteria contents.
4. Provincial statistical offices apply 14 criteria with 29 criteria contents.
5. The district statistical office applies 12 criteria with 19 criteria contents.
6. Criteria and content of criteria applicable to each object are specified in the Appendix issued with this Circular.
Therefore, it is necessary to apply the criteria and content of statistical quality criteria as prescribed above.

Pursuant to Article 4 of the Circular 22/2022/TT-BKHĐT stipulating the quality assessment levels and scoring methods for the criteria of state statistical quality until 2030 in Vietnam as follows:
Quality rating and scoring method
1. The quality level of each criterion content is the level of quality achieved by each criterion content.
2. Contents of quality criteria are evaluated according to a 5-level rating scale (corresponding to 5 points) as follows:
a) Level 1. Failure to meet the requirements of the content of the criteria: Failure to perform the quality assurance work to meet the requirements of the content of the criteria. There are no plans, supporting documents or results available. Immediate quality improvement is required.
b) Level 2. Failure to meet the requirements of the content of the criteria, need more quality improvement: The quality assurance work only meets a small part of the requirements of the content of the new criteria which is still in the formulation stage, there is little evidence, quality assurance activities are not implemented or are ineffective.
c) Level 3. Failure to meet the requirements of the content of the criteria but only a few small improvements will meet the requirements: There are documents, but no clear evidence that they are used, fully implemented, inconsistent QA performance, or limited results.
d) Level 4. Fully meet the requirements of the content of the criteria: There are clear documents proving that the implementation of quality assurance activities is adequate, bringing the expected results.
dd) Level 5. Meet higher than the requirements of the content of the criteria: There are documents proving that the implementation of quality assurance activities brings good results and shows a positive improvement trend.
3. How to calculate points
a) The score of each criterion content is the whole point corresponding to the levels specified in Clause 2 of this Article.
b) The average score of each criterion is the average score of the criteria contents in that criterion.
c) The average score of the Criteria is the average score of all the criteria in the Criteria.
Therefore, the content of quality criteria is evaluated according to a 5-level rating scale (corresponding to 5 points) as follows:

What are forms of statistical quality assessment in Vietnam?
Pursuant to Article 4 of the Circular 22/2022/TT-BKHĐT stipulating forms of statistical quality assessment in Vietnam as follows:
Statistical quality assessment form
1. Quality self-assessment is carried out annually.
2. Independent evaluation of statistical quality is carried out every 5 years.
Therefore, there are two forms of statistical quality assessment: self-assessment carried out every year and independent evaluation of statistical quality every 5 years.
Circular 22/2022/TT-BKHĐT takes effect from February 1, 2023.
