1. The National Academy of Public Administration is a public non-business unit directly under the Ministry of Home Affairs.

2. National Academy of Public Administration is a special-class non-business unit, a national center performing the functions of training and fostering capacity, knowledge and skills in administration, leadership and management. for cadres, civil servants and public employees; human resource training; administrative science research; advise and advise the Ministry of Home Affairs in the field of administration and state management.

3. National Academy of Public Administration has its own legal status, seal and account at the State Treasury, its head office is located in Hanoi city and its international transaction name in English is National Academy of Public Administration, abbreviated as NAPA.

Pursuant to Clause 1 Article 2 of the Decision 27/2022/QĐ-TTg (effective from 27/2022/QĐ-TTg) stipulating duties and powers of the National Academy of Public Administration in Vietnam regarding the work of fostering cadres, civil servants and public employees as follows:

1. Regarding fostering cadres, civil servants and public employees:

a) Assist the Minister of Home Affairs in organizing the implementation of training and retraining programs and contents for cadres, civil servants and public employees in administration and state management nationwide in accordance with law;

b) Foster knowledge and skills of state management according to the standards of civil servant ranks and public employee professional titles as prescribed by law;

c) Foster knowledge and skills according to the requirements of leadership, management and professional positions in accordance with law;

d) Foster and improve professional qualifications and pedagogical methods for state management lecturers in the system of training, retraining and research institutions;

d) Foster knowledge, skills and professional skills in administration, administration and state management for leaders, managers, cadres, civil servants and public employees in the political system and subjects in state-owned enterprises;

e) Participate in research, investigation, survey, assessment of needs and quality of training for cadres, civil servants and public employees; research, propose directions for innovation and improve the quality of training to meet the requirements of state management and the civil service;

g) Organize training on professional training management and retraining for cadres, civil servants and public employees in charge of training management and retraining of ministries, ministerial-level agencies, agencies attached to the Government, socio-political organizations at the central level and provinces and centrally run cities and a number of other tasks under the direction of the Minister of Home Affairs.

2. Training at university, master and doctoral degrees in accordance with the Law on Higher Education and current laws.

3. Regarding scientific research:

a) Research administrative science, state management and policy science to serve the teaching work of the Academy;

b) Research and provide scientific arguments on administrative reform, civil service reform, civil servants, public policies, strategies and measures to improve the capacity and quality of cadres, civil servants and employees. organize and organize the state administrative apparatus suitable to each development stage;

c) Participate in the development of programs and projects in the field of administration and state management when assigned by competent authorities.

Pursuant to Clause 4 and 5, Article 2 of the Decision 27/2022/QĐ-TTg (effective from 27/2022/QĐ-TTg) stipulating international cooperation in training and curriculum compilation of the National Academy of Public Administration in Vietnam as follows:

4. International cooperation in training, fostering, academic exchange, administrative scientific research, state management and related fields.

5. Organize the compilation of training programs and documents for cadres, civil servants and public employees according to their assigned tasks and powers and as assigned by the Minister of Home Affairs; formulate, promulgate and develop programs, textbooks and documents in service of undergraduate and postgraduate training in accordance with law.
