Based on Section III Article 1 of Decision 2013/QD-TTg of 2021, which sets out the objectives for cultural diplomacy until 2030, as follows:
III. OBJECTIVES
1. General objective
The objective of cultural diplomacy is to use cultural tools in diplomacy to deepen and stabilize Vietnam's relations with its partners, ensuring national and ethnic interests, establishing and maintaining a peaceful and stable environment, mobilizing external resources, taking advantage of favorable conditions and the country's position as a resource for socio-economic development. At the same time, cultural diplomacy is used to honor the values and beauty of Vietnamese culture, absorb the essence of human culture, thereby arousing the desire for national development, enhancing soft power, and improving the country's position.
2. Specific objectives
- Promote and deepen the relationship and trust between Vietnam and countries, regions, regional and international organizations. By 2030, organize large-scale cultural diplomacy activities, activities within the framework of Vietnam Week/Vietnamese Cultural Week in countries with comprehensive partnership, strategic partnership, and traditional friendly neighboring relations with Vietnam.
- Actively and extensively integrate into cultural fields in regional and international organizations and forums; actively play the role of a member in shaping and promoting the identity of the ASEAN Cultural and Social Community; support ministries, sectors, localities, people, and businesses in international integration, contribute to raising the intellectual level, help people and businesses quickly access new human knowledge, improve the quality of labor and enjoyment.
- Promote cultural values, the image of the country, and the Vietnamese people, with a focus on spreading values, ideas, perspectives on human life, progressive and beautiful worldviews of the Vietnamese people, especially through the image and value of President Ho Chi Minh and the UNESCO-recognized figures; pay attention to the development of the cultural industry, expand the market for goods, products, and services of Vietnam; build Vietnam into an attractive address for international cultural exchange and promote the construction of local brands. By 2030, all Vietnamese representative agencies abroad will establish a "Vietnam Corner" or "Vietnam - Ho Chi Minh Space"; major provinces and cities of Vietnam will have annual large-scale cultural diplomacy events.
- Mobilize, protect, and promote Vietnam's internationally recognized heritage and titles, contributing to preserving traditional values, creating additional resources for rapid and sustainable development of localities, and demonstrating the responsibility of contributing to the cultural and intellectual treasure of humanity; mobilize Vietnam to host international and regional events in culture, science, education, sports, tourism, etc.; mobilize Vietnamese people to contribute to international cultural organizations and forums. By 2030, Vietnam will have over 60 internationally recognized heritages and titles; over 10 Vietnamese figures will be internationally honored; more Vietnamese people will run for and participate in leadership positions in cultural, scientific, educational forums in the region and the world.
- Selectively absorb the essence of human culture to enrich the national cultural identity, suitable for the reality of Vietnam, contribute to building an advanced Vietnamese culture with a strong national identity; at the same time, protect the fundamental values of the Party's ideology and the achievements of the country.
