Based on Article 236 of the Decision 693-QD/VPTW in 2021, the regulations on the management of seals and secret locking devices in agencies and organizations of Vietnam Communist Party are as follows:
1. The head of the agency and organization of Vietnam Communist Party is responsible for assigning the agency's secretariat to manage and use seals and secret locking devices according to regulations. They should regularly inspect the storage and use of various types of seals and secret locking devices in the gencies and organizations of Vietnam Communist Party.
2. The agency's secretariat is responsible for:
a) Safely storing and using seals and secret locking devices at the agencies and organizations of Vietnam Communist Party's headquarters.
b) The transfer of seals and secret locking devices of the gencies and organizations of Vietnam Communist Party to others should only be done with the consent of authorized personnel in writing, and a handover report must be prepared.
3. Individuals are responsible for the safekeeping of secret locking devices and secret keys.

What are regulations on use of seals and secret locking devices in agencies and organizations of Vietnam Communist Party?
According to Article 27 of Decision 693-QD/VPTW in 2021 regarding the use of seals and secret locking devices, the regulations are as follows:
1. Use of seals:
a) Before sealing, the agency's secretariat must verify and compare the signature in the document with the registered sample signature.
b) The agency's secretariat is directly responsible for sealing the documents issued by the agencies and organizations of Vietnam Communist Party and their copies. Sealing should only be done after the authorized person has signed the document.
c) The seal impression must be clear, concise, in the correct orientation, using red ink as specified, and covering about 1/3 of the signature of the authorized person on the left side.
d) The use of hanging seals, overlapping seals, or embossed seals on documents is determined by the head of agency and organization of Vietnam Communist Party. Sealing on accompanying documents or appendices is decided by the signatory of the document. The hanging seal is affixed to the first page, covering part of the agency's name or Party organization or the title of the appendix. The overlapping seal is affixed to the right edge of the document or appendix, covering part of the paper; each seal can cover a maximum of 5 pages.
2. Use of secret locking devices:
a) The agency's secretariat uses the secret locking devices of the agency or Party organization to digitally sign electronic documents issued by the agency and organization of Vietnam Communist Party and their copies converted from paper documents to electronic ones.
b) Individuals use their own secret locking devices to digitally sign electronic documents within their authority.
