2. The order of elaboration and promulgation of resolutions of the National Assembly session is prescribed as follows:

a) The President, the Standing Committee of the National Assembly, the Government, the Prime Minister, the Central Committee of the Vietnam Fatherland Front and the central agencies of the member organizations of the Front, the Supreme People's Court; Supreme People's Procuracy, State Audit, Ethnic Council, Committee of the National Assembly, National Assembly deputies have the right to propose contents to be included in the draft resolution of the National Assembly session;

b) An agency of the National Assembly shall verify in accordance with law or an agency of the National Assembly or a Committee of the National Assembly Standing Committee to give written opinions on the proposed content in the field of responsibility; proposals must be submitted to the National Assembly for consideration and discussion;

c) The Secretary General of the National Assembly shall assume the prime responsibility for assisting the National Assembly Standing Committee in summarizing proposed contents and formulating a draft resolution of the National Assembly session; consult the President, the Government, the Prime Minister, the Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, the State Audit, the People's Council Committees of the National Assembly, Committees of the Standing Committee of the National Assembly, agencies and organizations on relevant contents and report to the Standing Committee of the National Assembly for consideration and decision;

d) The National Assembly Standing Committee consults the National Assembly deputies on the draft resolution;

dd) The Standing Committee of the National Assembly shall report to the National Assembly on the explanation and reception of opinions of the National Assembly deputies and the revision of the draft resolution;

e) The National Assembly votes to approve the draft resolution.

Pursuant to Article 58 of the National Assembly's Session Regulations issued together with the Resolution 71/2022/QH15 (effective from March 15, 2023) stipulating the application of relevant laws to consider and decide on other issues at the National Assembly session in Vietnam as follows:

1. The National Assembly considers and approves a law project or draft legal resolution according to the process and procedures specified in the Law on Promulgation of Legal Documents. For a law project or draft resolution to be added to the Law and Ordinance formulation program for submission to the National Assembly for consideration and decision at a meeting according to the simplified order and procedures, the National Standing Committee The Assembly shall consider and decide on the permission to apply the simplified order and procedures concurrently with the decision to add the law project or draft resolution to the law/ordinance formulation program.

2. The National Assembly ratifies and decides to join, terminate, suspend the implementation, renounce or withdraw from a treaty according to the process and procedures specified in the Law on International Treaties.

3. The National Assembly shall conduct supreme supervision at the National Assembly session according to the process and procedures specified in the Law on supervision activities of the National Assembly and the People's Council.

The National Assembly collects a vote of confidence and casts a vote of confidence according to the process and procedures specified in the Law on Supervisory Activities of the National Assembly and the People's Council, the Resolution on taking the vote of confidence and voting of confidence for the person who is elected by the National Assembly. hold a position elected or approved by the National Assembly or the People's Council.

4. The National Assembly shall decide on a referendum according to the process and procedures specified in the Law on Referendum.

5. The reception of citizens and the receipt of citizens' petitions, complaints and denunciations during the National Assembly session shall comply with the provisions of the Law on Citizen Reception, the Law on Complaints and the Law on Denunciations.

6. Other order and procedures in the operation of the National Assembly shall comply with the provisions of relevant laws and resolutions of the National Assembly.
