Awarding Party badges is stipulated in Section 18 of Guidance 01-HD/TW 2021 on specific issues in implementing the Party's Statute, as follows:
Awarding Party badges
18.1. Party members who reach the ages of 30, 40, 45, 50, 55, 60, 65, 70, 75, 80, 85, 90 are considered for the award of Party badges.
Party members suffering from serious illnesses are considered for the award of Party badges at the ages of 30, 40, 45, 50, 55, 60, 65 early, but the early awarding period should not exceed 12 months compared to the prescribed time; considered for the award of Party badges at the ages of 70, 75, 80, 85, 90 early, but the early awarding period should not exceed 24 months compared to the prescribed time.
18.2. Deceased Party members are considered for posthumous award of Party badges, but the posthumous consideration period should not exceed 12 months compared to the prescribed time.
18.3. The level of accompanying gifts with Party badges is implemented according to the Regulations of the Party Central Committee and the Guidelines of the Party Central Committee Office.
18.4. Awarding, using, managing Party badges
- The awarding of Party badges is timely organized on the occasion of commemorating major holidays on 3/2; 19/5; 2/9; 7/11 and other important commemorative occasions at the grassroots Party organizations. In special cases, the Standing Committee of the provincial Party Committee considers and decides.
- Party members use Party badges on Party holidays, national holidays, at Party congresses, conferences, and on the anniversary of their own Party admission.
- Party members awarded Party badges posthumously have their families keep the Party badges as mementos.
- If a Party member loses their Party badge with a valid reason, they may be considered for a replacement Party badge.
- Party members expelled from the Party must return their Party badges to the Party organization.
18.5. Responsibilities of Party committees regarding the awarding of Party badges
- Grassroots Party committees:
+ Carry out procedures to propose to higher-level Party committees to consider, decide on awarding Party badges, reissue Party badges to members who have lost them, and award posthumous Party badges to members who meet the criteria.
+ Organize the awarding of Party badges to Party members.
+ Retrieve Party badges from Party members expelled from the Party, remove their names and directly report to the higher-level Party committee of the grassroots Party organization.
- Direct higher-level Party committees of grassroots Party committees:
+ Consider and make a list of Party members proposed for consideration by the provincial Party Standing Committee and equivalent bodies to decide on awarding Party badges, reissuing lost Party badges, and awarding posthumous Party badges to members who meet the criteria.
+ Manage the list of Party badges awarded by the Party unit.
- Provincial Party Committees and equivalent bodies:
+ Decide on awarding Party badges to Party members.
+ Direct, guide, and inspect lower-level Party committees in implementing the Central Committee's regulations on awarding Party badges.
+ Manage Party badges retrieved by lower-level committees.
+ Annually review the work of awarding Party badges to draw lessons and report to the Party Central Committee (through the Central Organizing Committee).
