In Section 3.4, Section B of the Guidelines 16-HD/BTCTW in 2018 on annual evaluation, assessment, and ranking of the quality of Party organizations, Party members and organizations, individual leaders and managers at all levels issued by the Central Organizing Committee, the responsibilities and authorities for evaluating the quality of leadership and management collectives are as follows:

a) Evaluation and ranking of provincial-level Party committees, Party executive committees

- The Standing Committee of the provincial Party committee, municipal Party committee chairs, organize and carry out the evaluation and ranking of the quality of Party committees, Party executive committees.

- Party committees, Party executive committees conduct self-evaluation and ranking of quality.

- Relevant entities participating in the evaluation and ranking of quality: (1) Specialized agencies advising and supporting the provincial Party committee; (2) Standing People's Council, People's Committee, Vietnam Fatherland

- Front and political-social organizations at the provincial level.

b) Evaluation and ranking of district-level Standing Committees of Party committees

- The Standing Committee of the provincial Party committee, municipal Party committee, and Party committee under the Central Committee preside over and organize the evaluation and ranking of the quality of district-level Standing Committees of Party committees.

- District-level Standing Committees of Party committees conduct self-evaluation and ranking of quality.

- Relevant entities participating in the evaluation and ranking of quality:

+ At a higher level: (1) Specialized agencies advising and supporting the provincial Party committee; (2) Standing People's Council, People's Committee, Vietnam Fatherland Front and political-social organizations at the provincial level (collective leadership of agencies, units, political-social organizations at a higher level directly involved in the evaluation and ranking of district-level Standing Committees of Party committees under the provincial Party committee) participate in the evaluation of criteria according to their functions and tasks.

+ At the same level: District-level Standing Committees of Party committees within the same Party organization.
At a lower level: Party committees directly under (Party cells where there is no Party committee).

c) Evaluation and ranking of grassroots Party committees

- District-level Standing Committees of Party committees chair, organize the evaluation and ranking of the quality of subordinate grassroots Party committees.

- Party committees, branch committees conduct self-evaluation and ranking of quality.

- Relevant entities participating in the evaluation and ranking of quality:

+ At a higher level: (1) Specialized agencies advising and supporting the district-level Party committee; (2) Standing People's Council, People's Committee, Vietnam Fatherland Front and political-social organizations at the district level (collective leadership of agencies, units, political-social organizations at a higher level directly involved in the evaluation and ranking of grassroots Party committees under the district-level Party committee) participate in the evaluation of criteria according to their functions and tasks.

+ At the same level: Grassroots Party committees within the same Party organization at the district level.

+ At a lower level: Subordinate Party organizations.

d) Evaluation and ranking of Standing Committees of the Vietnam Fatherland Front at the district and commune levels; Standing Committees of political-social organizations at the district level and grassroots executive committees

- District-level Standing Committees of Party committees (grassroots Party committees) chair, organize the evaluation and ranking of the quality of Standing Committees of the Vietnam Fatherland Front at the district and commune levels; Standing Committees of political-social organizations at the district level and grassroots executive committees.

- Standing Committees of the Vietnam Fatherland Front at the district and commune levels; Standing Committees of political-social organizations at the district level and grassroots executive committees conduct self-evaluation and ranking of quality.

- Relevant entities participating in the evaluation and ranking of quality:

+ At a higher level: Collective leadership of superior-level agencies in the same field.

+ At the same level: Standing People's Council, People's Committee.

+ At a lower level: Collective leadership of subordinate-level agencies in the same field.

e) Evaluation and ranking of collective leadership of specialized agencies advising and supporting the provincial and district Party committees

- The Standing Committee of the provincial and district Party committees chair and organize the evaluation and ranking of the quality of the specialized agencies advising and supporting their respective Party committees.

- Specialized agencies advising and supporting the provincial and district Party committees conduct self-evaluation and ranking of quality.

- Relevant entities participating in the evaluation and ranking of quality:

+ At a higher level: Collective leadership of specialized agencies advising and supporting the superior-level Party committee in the same field.

+ At the same level: (1) Collective leadership of specialized agencies advising and supporting the Party committee at the same level; (2) Party committees, collective leadership of organizations under the Party committee.

+ At a lower level: Collective leadership of units under the direct management of the lower-level Party committee (if any).
