In Article 9 of the 2022 Mobile Police Law (effective from 01/01/2023) regarding the tasks of the Mobile Police are as follows:

1. Advise the Minister of Public Security on armed measures to protect national security, ensure order and social safety; build a revolutionary, regular, skilled, and modern Mobile Police force.

2. Use armed measures as the main means to combat acts of violence and terrorism.

3. Use armed measures and other working methods to perform the following tasks:

a) Attack and prevent individuals from kidnapping hostages, using violence to infringe upon or threaten the lives, health, and property of individuals and organizations;

b) Disperse incidents of large gatherings causing disturbances to security and order;

c) Protect important political, economic, diplomatic, scientific-technological, cultural, social events and protect the transportation of special goods;

d) Patrol and control to ensure security and order.

4. Develop and exercise plans to implement the tasks specified in paragraphs 2 and 3 of this Article. The Minister of Public Security shall prescribe the procedures for developing and implementing the plans of the Mobile Police.

5. Train and cultivate command, military, martial arts, technical, and tactical skills for officers and soldiers of the Mobile Police and officers, soldiers, and trainees in the People's Public Security; take charge and coordinate the training of counter-terrorism work for specialized forces and mobilized forces participating in counter-terrorism; participate in training security protection tasks for security forces under the ministries, sectors, and localities as prescribed by law.

6. Manage, train, and use animals for national security protection, ensuring order and social safety.

7. Perform ceremonies in the People's Public Security and important events as prescribed.

8. Coordinate and support forces in the People's Public Security and agencies, organizations, units, and other forces in protecting national security, ensuring order and social safety, combating and preventing crimes; preventing and overcoming disasters, epidemics; search and rescue; building a national security protection movement.

9. Perform other tasks as prescribed by the Law on People's Public Security and relevant laws and regulations.

What powers does the Mobile Police in Vietnam have?

According to Article 10 of the 2022 Mobile Police Law regarding the powers of the Mobile Police, specifically as follows:

1. Use weapons, explosives, support tools, vehicles, and technical equipment for professional purposes as prescribed in Article 15 of this Law.

2. Carry weapons, explosives, support tools, vehicles, and technical equipment on their person into airports, board civilian aircraft to perform tasks in the following cases:

a) Counter-terrorism, hostage rescue; suppress individuals who engage in dangerous acts using weapons, explosives;

b) Protect the transportation of special goods; escort suspects, defendants in particularly serious crimes;

c) Use aircraft mobilized by competent authorities specifically for the Mobile Police to promptly and flexibly handle complex security and order incidents.

3. Prevent, disable unmanned aircraft and ultralight aircraft from directly attacking, threatening to attack, or infringing upon the protected targets of the Mobile Police within the restricted flying zone, restricted flying area as prescribed by the Prime Minister.

4. Handle administrative violations as prescribed by law on handling administrative violations.

5. Mobilize people, vehicles, civilian equipment of agencies, organizations, individuals in Vietnam as prescribed in Article 16 of this Law and relevant laws and regulations.

6. Request agencies, organizations, individuals to provide maps, designs of works, headquarters, residences, vehicles, except for defense works, military areas, vehicles under the management of the Ministry of National Defense; be allowed to enter the headquarters of agencies, organizations, and residences of individuals as prescribed in Article 13 of this Law to counter terrorism, rescue hostages.

7. Other powers as prescribed by the Law on People's Public Security and relevant laws and regulations.
