Based on Clause 1, Article 11 of the Regulations on Criteria for Evaluation and Classification of the mass movement to protect the security of the Motherland, issued together with Decision 510/QD-BCA-V05 in 2022, the sequence, jurisdiction of approval, evaluation, and decision-making for classifying the mass movement to protect the security of the Motherland are as follows:
a) Based on the scoring system, the head of residential areas, organizations, enterprises, educational institutions have the responsibility to self-assess and classify the movement of their respective units. They report to the Steering Committee for Crime Prevention, Social Evils, and Building the mass movement to protect the security of the Motherland under their management for approval and classification of the movement.
b) The communal police advise the Steering Committee for Crime Prevention, Social Evils, and Building the mass movement to protect the security of the Motherland at the same level on self-assessment and classification of the movement at their level. They report to the district-level Steering Committee for Crime Prevention, Social Evils, and Building the mass movement to protect the security of the Motherland for approval and decision-making on the classification of the movement. They organize the evaluation and classification of the movement for residential areas, organizations, enterprises, and educational institutions under their management.
c) The district police advise the district-level Steering Committee for Crime Prevention, Social Evils, and Building the mass movement to protect the security of the Motherland on self-assessment and classification of the movement at their level. They report to the provincial-level Steering Committee for Crime Prevention, Social Evils, and Building the mass movement to protect the security of the Motherland for approval and decision-making on the classification of the movement. They organize the evaluation and classification of the movement for communal level, organizations, enterprises, and educational institutions under their management.
d) The provincial police advise the provincial-level Steering Committee for Crime Prevention, Social Evils, and Building the mass movement to protect the security of the Motherland on evaluation and decision-making on the classification of the movement at the district level, organizations, enterprises, and educational institutions under their management.
dd) The specialized departments under the Ministry of Public Security conduct reviews, evaluation, and classification of the movement for organizations, enterprises, and educational institutions monitored and guided by the unit in terms of security, order, and building the movement. They compile reports to the Department of Building the mass movement to protect the security of the Motherland for submission to the Central Steering Committee for consideration and decision-making on the classification of the movement.

Based on Clause 2 of this Article, the procedures for submitting an application for the approval of the mass movement to protect the security of the Motherland include:
a) Official letter or proposal
b) Score sheet and proposed evaluation and classification list
What is the time limit for completion of the approval, evaluation, and decision-making process for classifying the mass movement to protect the security of the Motherland in Vietnam?
Based on Clause 3 of this Article, the time limit for completion of the approval, evaluation, and decision-making process for classifying the mass movement to protect the security of the Motherland in Vietnam are as follows:
a) For residential areas: The process should be completed before November 20th.
b) For communal level, organizations, enterprises, and educational institutions: The process should be completed before November 30th.
c) For district level: The process should be completed before December 15th.
