a) Design a new salary structure including: Basic salary (accounting for about 70% of total salary fund) and allowances (accounting for about 30% of total salary fund). Add bonuses (the bonus fund is about 10% of the total annual salary fund, excluding allowances).
b) Develop and issue a new salary system based on job positions, titles, and leadership roles to replace the current salary system; transition from the old salary to the new salary, ensuring it is not lower than the current salary, including:

Authority to Decide on Officers
- The authority to appoint, relieve, dismiss, promote, demote, and strip the military rank for officers is regulated as follows:
a) The President appoints and relieves the Chief of the General Staff, Director of the General Political Department; promotes, demotes, and strips the rank of General, Rear Admiral, Vice Admiral, Navy Admiral;
b) The Prime Minister appoints and relieves Deputy Ministers; Deputy Chiefs of the General Staff, Deputy Directors of the General Political Department; Director, Political Commissar of the National Defense Academy; Director of General Departments, Heads of General Departments, Political Commissars of General Departments; Commanders, Political Commissars of Military Zones; Commanders, Political Commissars of Services; Commanders, Political Commissars of the Border Guard; Commanders, Political Commissars of the Vietnam Coast Guard; Chief of the Government Cipher Department and other positions as regulated by competent authority;
c) The Minister of Defense appoints and relieves the remaining positions and promotes, demotes, and strips the remaining military ranks and raises salaries for officers;
d) The appointment, relief, dismissal of positions in the military prosecution, court, and judgment enforcement are implemented according to the provisions of the law.
- The authority competent to decide on appointments is also authorized to relieve, dismiss, demote, decide on extending service time, mobilize, secondment, assign lower positions, release active service, transfer to reserve officer status, and discharge to the officer's pre-established rank.
Thus, the President has the authority to appoint the Chief of the General Staff and the Director of the General Political Department; promote, demote, and strip the rank of General, Rear Admiral, Vice Admiral, Navy Admiral.
