At Point a, Clause 5, Article 3 of Decree 90/2020/ND-CP, there are regulations on results of implementing assigned responsibilities and tasks for leadership and management cadres, civil servants, public employees, as follows:
a) For leadership and management cadres, civil servants, public employees:
Thoroughly grasp, institutionalize and implement the Party's guidelines and policies, the State's policies and laws at agencies, organizations and units;
Maintain discipline and order in agencies, organizations and units; Do not allow incidents, violations of discipline, violations of law to be handled, complaints and denunciations to persist; Prevent and combat corruption and waste within agencies, organizations and units;
Lead, direct, organize testing, inspection, supervision, and resolve complaints and denunciations according to authority; Direct and implement administrative reform, reform of civil servant regimes at agencies, organizations and units;
Develop annual operating programs and plans for agencies, organizations, and units assigned to manage and be in charge, clearly defining the results of implementing targets and tasks and quantifying them by specific products.

What are regulations on criteria for classifying the quality of cadres at the level of excellent task completion in Vietnam?
According to Article 4 of Decree 90/2020/ND-CP, there are regulations on criteria for classifying the quality of cadres at the level of excellent completion of tasks, specifically as follows:
Cadres who meet all of the following criteria will be graded at the level of excellent task completion:
1. Implement well the regulations in Clause 1, Clause 2, Clause 3, Clause 4 and Point a Clause 5 Article 3 of this Decree.
2. The criteria for the performance of tasks according to the provisions of law, according to the proposed plan or according to the specific work assigned are completed on schedule, ensuring quality and high efficiency.
3. Lead, direct, and operate agencies, organizations, units, branches, and assigned fields of work to complete all targets and tasks, of which at least 50% of the targets, Tasks completed exceedingly.
4. 100% of agencies, organizations, and units under direct authority and management are assessed to have completed their tasks or higher, of which at least 70% have completed their tasks well or excellently.
What are regulations on criteria for classifying the quality of cadres at the level of completing their tasks well in Vietnam?
Pursuant to Article 5 of Decree 90/2020/ND-CP, which stipulates criteria for classifying the quality of cadres at the level of good task completion, accordingly:
Cadres who meet all of the following criteria will be classified as having completed their tasks well:
1. Meets the criteria specified in Clause 1, Clause 2, Clause 3, Clause 4 and Point a Clause 5 Article 3 of this Decree.
2. The criteria for performance of tasks according to the provisions of law, according to the proposed plan or according to the specific work assigned are completed on schedule, ensuring quality and efficiency.
3. Lead, direct, and operate agencies, organizations, units, branches, and assigned work fields to complete all targets and tasks, of which at least 80% are completed on schedule, ensuring quality.
4. 100% of agencies, organizations, and units under direct authority and management are assessed to have completed their tasks or better.
