Based on Article 36 of the Regulations on the management, operation, and exploitation of the National Public Service Portal issued together with Decision 31/2021/QD-TTg (Effective from December 9, 2021), the regulations on reconciliation and data verification for online payment on the National Public Service Portal are as follows:
1. The code for the type of payment transaction through the online payment system of the National Public Service Portal has the structure of G22.99..
The symbol for the type of payment transaction is unified according to the technical guidance of the Government Office stated in Clause 8 of this Regulation.
2. Daily, the agencies, public service providers, commercial banks, or intermediary payment service providers perform reconciliation and data verification of payment transactions through the online payment system of the National Public Service Portal using the administrative account assigned to each unit.
3. The online payment system of the National Public Service Portal supports reconciliation and data verification based on the following contents:
a) Agencies, public service providers.
b) Payment service providers.
c) Type of payment transaction.
d) Summary or detailed payment transactions and the status, processing results, and amount of payment transactions.
dd) Time required for reconciliation and data verification.
4. The reconciliation and data verification relationships are as follows:
a) The transactions recorded in the online payment system of the National Public Service Portal are reconciled with the transactions recorded in the system of commercial banks or intermediary payment service providers.
b) The transactions that have successfully executed payment orders by commercial banks or intermediary payment service providers are reconciled with the successful transactions recorded by the agencies, public service providers.
c) The successful transactions recorded in the online payment system of the National Public Service Portal are reconciled with the transactions recorded in the system of the agencies, public service providers.
d) Reconciliation and data verification between the receiving accounts of the agencies, public service providers opened at commercial banks or state treasuries with the agencies, public service providers implemented according to the regulations of the authorized agency on opening and using accounts and according to the agreement between the two parties.

In case of discrepancies found during reconciliation and data verification, the parties must investigate the causes and coordinate to resolve them within 2 working days.
Refund processing for organizations and individuals:
a) Commercial banks or intermediary payment service providers are responsible for refunding money to organizations and individuals based on the reconciliation and data verification results that identify overpayment or duplicate payment.
b) In case organizations or individuals request a refund, commercial banks or intermediary payment service providers perform reconciliation and data verification. If the request of the organization or individual is correct and falls within the responsibility of the commercial bank or intermediary payment service provider, they will refund the money to the organization or individual. If the request of the organization or individual is correct but falls within the responsibility of the agency or public service provider, it will be transferred to the agency or public service provider for processing and refunding to the organization or individual. The time for reconciliation, data verification, and refunding money or responding to the organization or individual should not exceed 5 working days from the date of receiving the request from the organization or individual.
c) In other cases, the agencies, public service providers are responsible for reconciliation and data verification, detection, and coordination with commercial banks or intermediary payment service providers or state treasuries to process the refund for organizations and individuals.
