What are regulations on receiving road traffic accident reports in Vietnam?
The receiving reports of road traffic accidents is stipulated in Article 5 of Circular 63/2020/TT-BCA. To be specific:

The Traffic Police units in Vietnam have the responsibility to receive reports:
a) Traffic Police Team; Traffic Police, order Team of the district-level police in districts, district-level towns, provincial cities, centrally-run cities (hereinafter collectively referred to as the district-level Traffic Police Team);
b) Traffic Police Department; Road Traffic Police Department; Road and Railway Traffic Police Department of the provincial, centrally-run city police (hereinafter collectively referred to as the provincial-level Traffic Police Department);
c) Traffic Police Department.

The above-mentioned agencies and units must organize on-duty staff to fully receive reports of traffic accidents. The location for receiving reports of traffic accidents must be conveniently located, have a signboard with the name of the agency, a telephone number, have on-duty staff 24/24 hours, and widely announce it for everyone to know.

Receiving reports at the unit's headquarters
The officer receiving the report of a traffic accident must inquire clearly and record the following information into the Traffic Accident Tracking Book according to form No. 01/TNDB issued with this Circular:
a) Full name, address, phone number (if any) of the informant;
b) Time of receiving the report, location of the incident;
c) Initial human damages: Number of deaths, number of injured persons (if any);
d) Information on the vehicle (license plate, type of vehicle), damages to the road vehicle, road traffic infrastructure, and other assets (if any);
dd) Full name, address, phone number of related persons or persons who know about the traffic accident (if any);
e) Other information about the traffic accident (if any);
g) The officer, after receiving the traffic accident report, must immediately report to the unit's commanding leader to handle the report as prescribed.

Traffic Police officers receive reports while performing patrol, inspection, and violation handling tasks on the route, area:
a) Directly detecting the traffic accident must report to the unit's leader to handle according to authority; if beyond authority, notify the competent agency or unit to resolve and coordinate as required;
b) Upon receiving the report of the traffic accident, rush to the scene to verify and proceed as stipulated in point a of this Article;
c) The detection or receipt of a traffic accident report must be recorded in the Plan Book and the traffic patrol, control diary according to the contents stipulated in clause 3 of this Article (if any).

All traffic accidents must be reported to the district-level police where the accident occurred for handling according to authority or coordination when required.
