What are regulations on position and function of Vietnam Television?

Pursuant to Article 1 of the Decree 60/2022/NĐ-CP stipulating position and function of Vietnam Television as follows:

1. Vietnam Television is an agency under the Government, a national television station, a major multimedia media agency performing the function of informing and propagating the Vietnam Communist Party's guidelines and policies, the law of the State of Vietna,; contributing to education, raising people's intellectual level, serving the people's spiritual life through television programs and various forms of press and communication.

2. Đài Truyền hình Việt Nam has the Vietnamese abbreviation THVN; The international transaction name in English is Vietnam Television, abbreviated as VTV.

3. Vietnam Television is under the state management of the Ministry of Information and Communications regarding the press.

What are tasks and powers of Vietnam Television?

Pursuant to Article 2 of the Decree 60/2022/NĐ-CP stipulating tasks and powers of Vietnam Television as follows:

Vietnam Television performs the tasks and powers specified in the Government's Decree No. 10/2016/ND-CP dated February 1, 2016 regulating agencies attached to the Government and Decree No. 47/2019/ Decree No. 10/2016/ND-CP dated June 5, 2019 of the Government amending and supplementing a number of articles of Decree No. 10/2016/ND-CP and the following specific tasks and powers:

1. Formulate and submit to the Government and Prime Minister long-term, medium-term and annual strategies, plans and other important projects of Vietnam Television and organize the implementation after they are approved.

2. Study and propose to develop and submit to competent authorities for publication of national standards; promulgate basic standards as prescribed by law.

3. Organize the production, transmission, broadcasting, distribution and archiving of television programs, electronic newspapers and printed newspapers in accordance with law.

4. Participate in formulating strategies and master plans for the development of the network of press, radio and television establishments.

5. Decide and take responsibility for the content, programs and daily broadcast time on the program channels of Vietnam Television in accordance with the law.

6. Directly manage the specialized technical system of Vietnam Television for content production; signal transmission on telecommunications infrastructure, broadband internet; broadcast on satellite, terrestrial and cable television networks; provide on the digital platform of Vietnam Television and other digital platforms programs and channels in the country and abroad in accordance with the law.

7. Assume the prime responsibility and coordinate with local television stations, radio and television stations on the production plan of programs broadcast on the program channel of Vietnam Television.

8. Manage and decide on investment and construction projects within its competence according to the provisions of law; participate in the appraisal of important projects in the professional and technical fields assigned by the Prime Minister.

9. Implement the mechanism of autonomy, self-responsibility for tasks, organizational structure, number of working people; Apply the financial and salary mechanism as an enterprise in accordance with the law and operate for non-profit purposes.

10. Cooperate with relevant ministries and agencies in formulating and submitting to competent authorities for promulgation the financial mechanism of Vietnam Television in accordance with law.

11. Exercise the rights and responsibilities to represent the State owner in the enterprises established by the decision of the Vietnam Television and for the capital contribution in enterprises according to the provisions of law.

12. Organize research, application of scientific and technological advances, digital transformation in the operation of Vietnam Television; research and build a digital (online) television platform, apply information technology, digital technology, and digital transformation to promote audience participation and content creation.

13. Organize professional training and retraining; international cooperation in the field of television and other multimedia communications as prescribed by law.

14. Decide and direct the implementation of the administrative reform program of Vietnam Television according to the objectives and contents of the state administrative reform program approved by the Government and the Prime Minister.

15. Manage the organizational apparatus, officials and employees; decide on appointment, re-appointment, dismissal, commendation and discipline; direct the implementation of the salary regime and the remuneration, training, retraining regimes and policies for public employees and employees under the management of Vietnam Television in accordance with the law.

16. Manage and use the budget and public property in accordance with law.

17. Settle complaints and denunciations according to competence; prevent and combat corruption and waste according to the provisions of law.

18. Organize service provision activities in accordance with the law.

19. Comply with the reporting regime to the Government, the Prime Minister, the Ministry of Information and Communications and other competent agencies as prescribed by law.

20. Perform other tasks and exercise other powers as prescribed by law.

18. Vietnam Television Center in Ho Chi Minh City.

19. Vietnam Television Center in the Central region -  Highlands.

20. Vietnam Television Center in the Southwest region.

21. The resident agencies of Vietnam Television Station in foreign countries shall be established according to the provisions of law.

22. Television Technical Center.

23. Fine Arts Center.

24. Digital Content Development and Production Center.

25. Technical Center for Broadcasting.

26. Television Professional Training Center.

27. Center for Advertising and Television Services.

28. Center for Informatics and Television Technology.

The units specified in Clauses 1 to 5 of this Article are organizations assisting the General Director; the unit specified in Clause 6 of this Article is the organization assisting the General Director and producing the program; the units specified in Clauses 7 to 23 of this Article are program production organizations; the unit specified in Clause 24 of this Article is an organization that produces programs and provides multi-platform digital content; the unit specified in Clause 25 of this Article is the program broadcasting organization; the units specified in Clauses 26 to 28 of this Article are other non-business organizations.

The General Director of Vietnam Television Station shall report to the Prime Minister for opinions on the establishment, dissolution and arrangement of other units under his/her competence in accordance with law.

The editorial secretariat is organized in 13 rooms; The office is organized into 8 rooms.
