What are regulations on position and function of the Department of Labor - Invalids and Social Affairs of Hanoi?

Pursuant to Article 1 of the Decision 40/2022/QĐ-UBND stipulating regulations on position and function of the Department of Labor - Invalids and Social Affairs of Hanoi as follows:

1. Department of Labor - Invalids and Social Affairs is a specialized agency under the City People's Committee, performing the function of advising and assisting the City People's Committee in state management of: Labor, wages and employment in the corporate sector; vocational education (except pedagogy); social insurance; occupational safety and hygiene; people with meritorious services; Social Protection; children; gender equality; prevention and control of social evils (hereinafter collectively referred to as the field of labor, people with meritorious services and society) and as assigned or authorized by the City People's Committee, the Chairman of the City People's Committee.

2. Department of Labor, War Invalids and Social Affairs has legal status, seal and account as prescribed by law; subject to the direction and management of the organization, staffing and work of the City People's Committee; at the same time subject to the direction, inspection and professional guidance of the Ministry of Labor, War Invalids and Social Affairs.

What are duties and powers of the Department of Labor, War Invalids and Social Affairs of Hanoi in submission to the People's Committee of Hanoi?

Pursuant to Clause 1 Article 2 of the Decision 40/2022/QĐ-UBND stipulating duties and powers of the Department of Labor, War Invalids and Social Affairs of Hanoi in submission to the People's Committee of Hanoi as follows:

1. Submit to the City People's Committee:

a) Draft decision of the City People's Committee related to the sectors and fields under the management of the Department of Labor, War Invalids and Social Affairs and other documents as assigned by the City People's Committee.

b) Draft plan for development of the sector or field; programs and measures to organize the performance of tasks in sectors and fields in the city within the management scope of the Department of Labor, War Invalids and Social Affairs.

c) Draft decision on decentralization and delegation of state management tasks over sectors and fields to the Department of Labor, War Invalids and Social Affairs and the district-level People's Committee.

d) Draft decision specifying the functions, tasks, powers and organizational structure of the Department of Labor, War Invalids and Social Affairs; the draft decision stipulating the functions, tasks, powers and organizational structure of the sub-department under the Department of Labor, War Invalids and Social Affairs (if any).

dd) Draft decision on socialization of public non-business service provision activities by sectors and fields under the compete

Pursuant to Clause 2 Article 2 of the Decision 40/2022/QĐ-UBND stipulating duties and powers of the Department of Labor, War Invalids and Social Affairs of Hanoi in submission to the Chairman of the Hanoi People's Committee as follows:

2. Submit to the Chairman of the City People's Committee:

a) Draft documents under the promulgation competence of the City People's Committee Chairman as assigned.

b) The draft decision stipulating the functions, tasks, powers and organizational structure of public non-business units under the Department of Labor, War Invalids and Social Affairs.
