What are regulations on position and function of the Aviation Medical Center of Vietnam?
Pursuant to Article 1 of the Decision 2196/QĐ-BGTVT in 2018 stipulating position and function of the Aviation Medical Center of Vietnam as follows:
1. Aviation Medical Center is a non-business medical unit under the Civil Aviation Authority of Vietnam, with legal status, head office, seal, and separate accounts opened at the State Treasury and the Bank in accordance with law.
2. The Aviation Medical Center has the function of providing professional and technical services in aviation medicine and preventive medicine; medical examination and treatment and other medical services as prescribed by law.
3. The Aviation Medical Center is directly under the direction and management of the Civil Aviation Administration of Vietnam in terms of organization, human resources, operations, finance and facilities; be subject to professional guidance on health care by state management agencies and in health in accordance with law.
4. International transaction name: AVIATION MEDICAL CENTER.
What are duties and powers of the Aviation Medical Center of Vietnam?
Pursuant to Article 2 of the Decision 2196/QĐ-BGTVT in 2018 stipulating duties and powers of the Aviation Medical Center of Vietnam as follows:
1. Organize health assessment to issue health certificates to aviation staff and other subjects according to regulations of the Civil Aviation Administration of Vietnam and the International Civil Aviation Organization (ICAO).
2. Organize recruitment examination to train pilots, flight attendants, air traffic controllers and other aviation staff recruitment examinations according to demand; Periodic medical examination, medical examination and treatment for aviation officials, employees and people in the area according to the needs and regulations of the law.
3. Guide units in the aviation industry on medical expertise and operations; environmental sanitation, industrial hygiene, food safety; prevention and control of epidemics in the aviation industry according to the provisions of law.
4. Participate in inspection and supervision of food hygiene and safety on board aircraft, terminals, food processing facilities, and providing food for flights according to regulations.
5. Coordinate with agencies and units to detect harmful and dangerous environmental factors affecting human health, propose remedial measures to ensure occupational safety in aviation activities.
6. Coordinate with relevant agencies and units in performing aviation emergency, search and rescue under the direction of the Civil Aviation Authority of Vietnam.
7. Prepare training and retraining plans for officials and employees under their management and submit them to the Civil Aviation Authority of Vietnam for approval; organize training, retraining and updating of professional knowledge and skills in health for the contingent of officials and employees under their management.
8. Develop annual financial and payroll plans and report to the Director of the Civil Aviation Administration of Vietnam for submission to the Minister of Transport for approval; develop and submit to the Director of the Civil Aviation Authority of Vietnam for approval a plan on recruitment, organization of employment and management of officers and employees in accordance with the provisions of law and the management decentralization of the Civil Aviation Authority of Vietnam.
9. Direct relationship with domestic and foreign organizations and individuals to perform assigned functions, tasks and powers according to regulations.
10. Manage assigned assets and finance and organize implementation in accordance with law; to act as investors in projects according to regulations.
11. Comply with the statistical and reporting regime as prescribed.
12. Organize scientific research and application of scientific and technological advances in the field of aviation medical activities according to regulations.
13. Perform other duties and powers assigned by the Director of the Civil Aviation Authority of Vietnam.
