What are regulations on offices and places of citizen reception in the Ministry of National Defense and at agencies managed by the Ministry of Defense in Vietnam?
Pursuant to Article 4 of the Circular 166/2021/TT-BQP stipulating offices and places of citizen reception in the Ministry of National Defense and at agencies managed by the Ministry of Defense in Vietnam as follows:
1. Headquarters and places for receiving citizens shall be arranged in places convenient for receiving citizens who come to make complaints, denunciations, petitions and complaints; be equipped with necessary material and technical foundations to ensure the working process; The system of books and forms is implemented in accordance with Decision No. 5166/QD-BQP dated 11/11/2019 of the Minister of National Defense promulgating the list of document samples in inspection, citizen reception and complaint settlement activities, denunciations and requirements for regular construction as prescribed by the General Staff.
2. Command agencies and units to arrange security forces, have regulations on coordination with local police, develop plans to handle situations to ensure absolute safety at headquarters and places to receive citizens managed by their level. Headquarters, places to receive citizens work daily according to office hours (Saturday, Sunday and public holidays and New Year holidays as prescribed).
3. When performing tasks outside the barracks, if stationed in any locality, the commanders of agencies and units of regimental level or higher shall organize a place to receive citizens in that locality in a form suitable fit.
What are regulations on the Ministry of Defense's citizen reception office?
Pursuant to Article 5 of the Circular 166/2021/TT-BQP stipulating the Ministry of Defense's citizen reception office as follows:
1. The Ministry of National Defense's citizen reception office in Hanoi (Headquarters), is the reception place for citizens of the Central Military Commission, the Head of the Ministry of National Defense, the General Staff, the General Department of Politics, Central Military Commission Inspection Committee, General Department of Logistics, General Department of Technology, General Department of Defense Industry, Department of Personnel, Department of Policy, Department of Propaganda and Training, Department of Military Force and Social Insurance of the Ministry of National Defense.
2. The General Staff shall direct agencies and units to ensure logistics, arrange security forces, and ensure security and safety for the Headquarters to operate in all situations.
3. The Inspectorate of the Ministry of National Defense is a standing agency, assisting the Head of the Ministry of National Defense in managing and operating the operation of the Headquarters. Head of Citizen Reception Department directly commands officials and employees at the Headquarters.
4. The agencies specified in Clauses 1 and 3 of this Article shall arrange full-time and part-time officers or employees to perform the task of receiving citizens; The citizen reception schedule shall comply with the provisions of the Regulations of the Citizen reception office - One-Stop Department of the Ministry of National Defense.
5. The headquarters is equipped with material and technical facilities such as audio and video recording equipment, a synchronous computer system connected to the internet, a military data transmission network and other necessary equipment to do the job; post up the rules, calendar and process of receiving citizens, a complete and regular system of billboards according to the regulations of the General Staff; publicize the set of administrative procedures related to citizens within the scope of settlement of the Ministry of National Defense.
What are regulations on the headquarters of citizen reception of agencies and units managed by the Ministry of National Defense in Vietnam?
Pursuant to Article 6 of the Circular 166/2021/TT-BQP stipulating the headquarters of citizen reception of agencies and units managed by the Ministry of National Defense in Vietnam as follows:
1. Headquarters for receiving citizens of military zone and service levels, Border Guard Command, General Department II, Coast Guard Command, Command 86, Government Cipher Committee, Hanoi Capital Command Cabinet, corps, legion, armament, arrange separate areas; is the place to receive citizens of the heads of agencies, units and agencies responsible for receiving citizens; be equipped with facilities and perform other contents as prescribed in Clause 5, Article 5 of this Circular.
2. The inspection agency at the same level is responsible for managing and administering all activities of the Head Office. The agencies in charge of receiving citizens shall arrange officers or staffs in charge of receiving citizens.
What are the locations of citizen reception of agencies and units managed by the Ministry of National Defense in Vietnam?
Pursuant to Article 7 of the Circular 166/2021/TT-BQP stipulating the locations of citizen reception of agencies and units managed by the Ministry of National Defense in Vietnam as follows:
1. Locations for receiving citizens of: Academy, school, hospital, corporation, corporation (under the Ministry of National Defense), Military Institute of Science and Technology, Vietnam-Russia Tropical Center, Ministry Commander of the Protection of Ho Chi Minh Mausoleum, Ho Chi Minh City Command, Military Command and Provincial Border Guard Command
a) As a place to receive citizens of the heads of agencies, units and agencies responsible for receiving citizens;
b) An inspection agency or a political agency (where there is no inspection agency) manages and maintains the operation of the citizen reception place; agencies in charge of receiving citizens shall arrange part-time officers or employees to receive citizens;
c) Arrange in a separate area and ensure physical conditions such as desks and chairs, synchronous computer system connected to the internet, military data transmission network, system of signs and regulations, citizen reception schedule and process, citizen reception monitoring book and diary, publicizing the set of administrative procedures related to citizens within the scope of settlement of the Ministry of National Defense.
2. Locations for receiving citizens of units of division, brigade, regiment and equivalent, border guard station, border guard squadron, and coast guard squadron stationed independently, located next to the duty room, in a room with desks and chairs, posting rules, calendars and procedures for receiving citizens, monitoring books and diaries for receiving citizens, assigning political agencies or political cadres (where there is no official office) management) at the same level of management, placed under the direct leadership and direction of the party committee and commander of the unit.
3. Locations for receiving citizens of agencies: Military Courts, Military Procuracy, Criminal Investigation, and Judgment Execution at all levels in the Army shall be arranged by heads of agencies according to the laws and regulations of the industry.
