In Article 1 of the National Assembly session regulations issued together with Resolution 71/2022/QH15 (effective from March 15, 2023), there are regulations on National Assembly sessions as follows:

1. National Assembly sessions are the main form of activity of the National Assembly. At the meeting, the National Assembly discusses and decides on issues within its tasks and powers according to the provisions of law.

National Assembly sessions may be held continuously or in two or more sessions.

2. The National Assembly meets regularly twice a year.

In case the President, the National Assembly Standing Committee, the Prime Minister or at least one-third of the total number of National Assembly deputies request, the National Assembly holds an extraordinary meeting to discuss and decide on issues within its powers, except for content periodically submitted to the National Assembly in accordance with the provisions of law.

3. The National Assembly Standing Committee guides the organization of extraordinary meetings.

In Article 2 of the Rules of the National Assembly session regulations issued together with Resolution 71/2022/QH15 (effective from March 15, 2023), there are regulations on chairing the National Assembly session as follows:

The National Assembly Standing Committee chairs the National Assembly session according to the provisions of the Law on Organization of the National Assembly, ensuring that the National Assembly session is conducted democratically, legally, and achieves practical results according to the program approved by the National Assembly, ensuring that the National Assembly fully implements its tasks and powers.

What are regulations on responsibilities of National Assembly deputies in Vietnam?

In Article 3 of the Rules of the National Assembly session regulations issued together with Resolution 71/2022/QH15 (effective from March 15, 2023), there are regulations on the responsibilities of National Assembly deputies as follows:

1. National Assembly deputies are responsible for fully participating in meetings and sessions of the National Assembly, focusing on research, participating in discussions, contributing opinions on the contents of the National Assembly sessions and voting on issues falls under the duties and powers of the National Assembly.

2. In case of not being able to attend the National Assembly session or session according to the meeting program approved by the National Assembly, the National Assembly delegate has the following responsibilities:

a) Report to the Head of the National Assembly Delegation to notify the General Secretary of the National Assembly to summarize and report to the Chairman of the National Assembly if absent for 02 working days or less during the entire National Assembly session;

b) Report in writing, clearly stating the reason, to the Head of the National Assembly Delegation to notify the General Secretary of the National Assembly to summarize and report to the National Assembly Chairman for decision if unable to attend the National Assembly session or absent a total of over 02 working days during the entire National Assembly session.

In case of absence due to health reasons or force majeure, the National Assembly delegate reports to the Head of the National Assembly Delegation to notify the General Secretary of the National Assembly to summarize and report to the National Assembly Chairman;

c) In case of absence to perform the tasks of the National Assembly session according to the provisions of law and resolutions of the National Assembly, the National Assembly delegate shall report to the Head of the National Assembly Delegation and at the same time notify the Secretary General of the National Assembly. The Assembly compiles a report to the Chairman of the National Assembly.

The list of National Assembly deputies who cannot attend the National Assembly session or are absent from the meeting according to the provisions of Points a and b of this Clause is recorded in the meeting minutes and National Assembly session minutes.

3. National Assembly deputies giving interviews and providing information about National Assembly sessions must ensure accuracy and objectivity; Do not disclose information and documents that are state secrets or the content of closed sessions of the National Assembly.

4. National Assembly deputies are responsible for using and preserving documents of National Assembly sessions according to the provisions of law; Return documents to be recalled upon request; Use and preserve National Assembly delegate badges, National Assembly delegate cards, and equipment provided according to regulations.
