What are regulations on handling of information on fire, incident and accident of the People's Public Security of Vietnam?

Pursuant to Article 5 of the Circular 140/2020/TT-BCA stipulating regulations on handling of information on fire, incident and accident of the People's Public Security of Vietnam as follows:

Center Command information 114 when receiving information on fire alarms, incidents and accidents, comply with the following regulations:

+ Clearly identify the location of the place where the fire, incident or accident occurs and quickly issue an alarm to go to fire fighting and rescue;

+ Report to the unit commander, receive and communicate the command to mobilize forces and vehicles for fire fighting and rescue and rescue of the unit commander to relevant departments;

+ Transfer the fire fighting tactics card to the unit going to fire fighting and rescue (when the unit performing the task of fire fighting and rescue is arranged at the same location as the Command Information Center 114) .

- Officers and soldiers on duty at the information receiving and processing department of Team-level units of the Fire Prevention and Fighting and Rescue Police Department and the district-level Police when receiving fire alarm information , incidents and accidents shall comply with the following regulations:

+ Clearly identify the address of the place where the fire, incident or accident occurred (if receiving information directly) and quickly issue an alarm to fire and rescue;

+ Report to the unit commander, receive and communicate the command to mobilize forces and vehicles for fire fighting and rescue and rescue of the unit commander to relevant departments;

+ Transfer the card of fire fighting tactics to the person assigned to command fire fighting and rescue and rescue (hereinafter referred to as the commander of the fire fighting and rescue unit).

- Duties of officers and soldiers on duty at the department to receive and process information on fire alarms, incidents and accidents after dispatching forces and vehicles of the unit to fire and rescue.

+ Check and evaluate the authenticity of information received and update new information related to fires, incidents and accidents to promptly notify the incoming force of a fire, incident or accident; at the same time report and receive orders from the unit commander;

+ Notify the following agencies, organizations and units: Medical agencies to give first aid to victims (if any); electricity agencies to stop the electricity supply where fires, incidents or accidents occur; water supply unit for fire fighting (if any); District-level police, commune, ward and township police (hereinafter referred to as commune-level police) where fires, incidents and accidents occur and relevant professional units to participate in fire fighting and rescue to ensure security and order, regulate traffic, protect the scene and investigate the causes of fires, incidents and accidents; Other agencies and units are responsible for participating in and supporting fire fighting and rescue work according to the plan approved by the competent authority upon the order of the fire and rescue commander (hereinafter referred to as the commander);

+ Make a full record of the information received on the number receiving information about fire alarms, incidents and accidents according to Form No. 01 specified in the Appendix issued together with this Circular; summarize the situation and transfer it to the unit's division to report the case information to the superior agency as prescribed;

+ Report to Command Information Center 114 in case the information receiving and processing department of Team-level units under the Fire Prevention, Firefighting and Rescue Police Department and the District Police directly receive information about fire, incidents, and accidents.

- In case the information about the fire, incident or accident is not within the scope of the assigned area to perform the task of fire fighting and rescue, officers and soldiers on duty at the receiving department and handling information on fire alarms, incidents and accidents shall promptly notify the received information to units assigned to perform fire fighting and rescue and rescue tasks to perform fire fighting and rescue tasks; at the same time, report to the unit commander to mobilize forces and vehicles for fire fighting and rescue if the distance from the place of fire, incident or accident to the unit is shorter than the assigned unit, which performs fire fighting and rescue tasks or be ready to participate in fire fighting and rescue when there is a request for aid and support.
