Based on Article 29 of the Regulation on the Organization of the Recruitment Exam of Officials and Public Employees, the Promotion Exam of Officials, and the Exam or Consideration for Promotion of Professional Titles for Public Employees, issued together with Circular 6/2020/TT-BNV, the following guidelines are provided for grading and re-evaluation of written exams and paper-based multiple-choice exams in the recruitment of officials and public employees:

1. Before handing over the exam papers to the Chairperson of the re-evaluation committee, the Council Secretary shall perform the following tasks:

a) Retrieve the exam papers based on the registration number and match them with the Exam Receipt to check and verify the number of exam sheets.

b) Conceal the grading results and the names of the previous examiners, ensuring that the re-evaluation committee members are unaware of the previous grading results and examiners.

In the case of renumbering the exam papers for re-evaluation, this shall be decided and implemented by the Chairperson of the Council in accordance with Article 5 of this Regulation.

c) Collect the exam papers for each subject into one or more envelopes, clearly indicating the number of exam papers and the total number of sheets in each envelope. Seal the envelopes before handing them over to the Chairperson of the re-evaluation committee.

d) Perform other related tasks related to the re-evaluation of the exam papers.

2. The Chairperson of the re-evaluation committee shall receive the exam papers from the Council Secretary, assign members to perform the re-evaluation, and organize the re-evaluation for each subject. The re-evaluation of written exams and paper-based multiple-choice exams shall be conducted in accordance with the guidelines for grading written exams and paper-based multiple-choice exams specified in Article 28 of this Regulation.

3. Handling the results of the re-evaluation of written exams:

a) If the re-evaluation results of two examiners are the same, that result shall be considered the re-evaluation score, which shall be recorded in the designated field on the exam sheet. All members participating in the re-evaluation of that exam shall sign and clearly indicate their names on each exam sheet.

b) If there is a discrepancy in the re-evaluation results of two examiners, the Chairperson of the re-evaluation committee shall assign a third examiner to directly grade the candidate's work. If the re-evaluation results of two out of the three examiners are the same, that result shall be considered the re-evaluation score. In the case where the re-evaluation scores of the three examiners differ, the average score of the three examiners shall be considered the official score. The decimal point of the total score shall be rounded to one digit. All members participating in the re-evaluation of that exam shall sign and clearly indicate their names on all exam sheets.

4. The Chairperson of the re-evaluation committee shall organize the compilation of the re-evaluation results, along with the Re-evaluation Score Sheet of each examiner for each exam and the re-evaluated exam papers. These shall be sealed and handed over to the Council Secretary. A protocol shall be prepared, witnessed by the supervisory member of the Council and a representative of the competent authority (if invited to participate).

5. The re-evaluation results shall be notified to the applicant who requested the re-evaluation and shall also be publicly announced on the electronic information page or portal of the agency or unit authorized to organize the Recruitment Exam of Officials and Public Employees, the Promotion Exam of Officials, and the Exam or Consideration for Promotion of Professional Titles for Public Employees

6. When carrying out tasks related to the re-evaluation of exam papers, in addition to the members of the re-evaluation committee, there must be at least two members of the Council participating, under the supervision of the supervisory member of the Council and a representative of the competent authority (if invited to participate).

7. During the re-evaluation of exam papers, all members involved in the re-evaluation must maintain confidentiality regarding the relationship between the registration number and the personal information of the candidates with the exam papers.

8. Re-evaluation shall not be conducted for requests received after the specified deadline (according to the postmark for postal submissions) and shall not be accepted for requests submitted via email, fax, or telex.
