Under Subsection 1, Section I of Regulation 51-QD/TW in 2021, the political organization in the Vietnam People's Army is structured into four levels as follows:
- At the army-wide level, there is the General Political Department (GPD).
- At the military region, service branch, corps, arm, and equivalent units, there is the Political Department.
- At the division, naval region, coast guard region, brigade, and equivalent units, there is the Political Office.
- At the battalion and equivalent units, there is the Political Council.
The head of the political organ is the political leader, or chủ nhiệm chính trị.
- Units or organizations that do not meet the requirements to establish a Political Council may have a political assistant assigned to them.
- In military enterprises, the organization of the political organ is based on the organizational scale, force size, nature, and tasks, corresponding to the organization of functional departments within the enterprise.
- The organization of the political organ under the Government's Cipher Committee is carried out according to the provisions of the law on ciphers.

What are regulations on officers in charge of political affairs at each level in the Vietnam People's Army?
Under Subsection 2 Section I of Regulation 51-QD/TW in 2021, the regulations on officers in charge of political affairs at each level in the Vietnam People's Army are as follows:
- From the company level and equivalent to the battalion level and equivalent, there are political officers. From the battalion level and equivalent to the military region level and equivalent, there are political commissars. The political commissar and political officer are responsible for leading the political affairs and are accountable to their superiors and the party committee at their level for all party work and political activities within the unit. They are directly responsible for directing, guiding, inspecting, and organizing the implementation of party work and political activities according to their duties and tasks. They also participate in the construction and implementation of the unit's general work plans.
- In agencies, units, and enterprises where there are no political commissars or political officers, the same-level party secretary serves as the person in charge of party work and political affairs.
- At the military command level of a commune, ward, or town, the party secretary directly serves as the political officer. At the military command level of central agencies, organizations, and the central level military command, the party secretary or deputy party secretary of the party executive committee, party youth union, or party committee at the same level serves as the political officer, responsible for party work and political affairs for the self-defense forces and in local military, defense missions. The party secretary of a commune, ward, or town serves as the deputy political officer of the military command.
What are functions of the General Political Department (GPD) in the Vietnam People's Army?
Under Subsection A.1, Section II of Regulation 51-QD/TW in 2021, the functions of the General Political Department (GPD) in the Vietnam People's Army are as follows:
1. The General Political Department is responsible for party work and political affairs throughout the military and operates under the leadership of the Party Central Committee and the direct and regular supervision of the Central Military Party Committee.
- Based on resolutions and directives of the Party Central Executive Committee, the Politburo, and the Party Central Committee, as well as the guidance of the Central Party Committees and the General Political Department, the Central Military Party Committee studies and proposes principles and measures regarding party work and political affairs in the military, self-defense forces, and the Government's Cipher Committee.
- Based on the resolutions of the Central Military Party Committee and the orders of the Minister of National Defense, the General Political Department establishes plans for conducting party work and political affairs to guide, instruct, and inspect at all levels within the military, self-defense forces, and the Government's Cipher Committee.
