Form, format, and presentation techniques of documents in the People's Court system in Vietnam
According to Article 10 of the Regulations on archival work in the People's Court system issued together with Decision 01/QD-TANDTC in 2022, the form, format, and presentation techniques of documents in the People's Court system are as follows:
1. For legislative documents: Follow the provisions of the Law on Legislative Documents 2015, the Law on Amendments to Some Provisions of the Legislative Documents Law 2020; Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing some articles and measures to implement the Law on Legislative Documents and Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing some articles of Decree No. 34/2016/NĐ-CP.
2. For administrative documents: Follow the provisions of Clause 2, Article 8 of Decree No. 30/2020/NĐ-CP dated March 5, 2020 of the Government on archival work.
3. For specialized documents: Follow the provisions of criminal, civil, and administrative procedural law; sample documents issued under Resolution No. 01/2017/NQ-HĐTP, Resolution No. 02/2017/NQ-HĐTP, and Resolution No. 04/2018/NQ-HĐTP of the Supreme People's Court Judicial Council and follow the provisions of Decree No. 30/2020/NĐ-CP dated March 5, 2020 of the Government on archival work.
4. For party documents: Follow the guidance No. 36-HD/VPTW dated April 3, 2018 of the Office of the Central Committee of the Communist Party guiding the format and presentation techniques of party documents.
For Youth Union documents: Follow the guidance No. 29-HD/TWĐTN-VP dated October 29, 2013 of the Central Committee of the Ho Chi Minh Communist Youth Union.
5. For documents exchanged with foreign organizations or individuals formed in the international external activities of the judiciary: Follow the current laws and international practices.

Regulations on drafting documents in the People's Court system in Vietnam
According to Article 11 of this Regulation, the drafting of documents in the People's Court system is regulated as follows:
1. The drafting of legislative documents is carried out in accordance with the provisions of Law No. 63/2020/QH14 dated June 18, 2020, Law on Amendments to Some Provisions of the Legislative Documents Law 2020 (Law 66/2020/QH14) and Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing some articles of Decree No. 34/2016/NĐ-CP of the Government detailing some articles and measures to implement the Law on Legislative Documents.
2. The drafting of administrative documents and other documents is carried out in accordance with the provisions of Decree No. 30/2020/NĐ-CP dated March 5, 2020 of the Government on archival work, including:
a) Based on the nature and content of the document to be drafted, the President or Head of the unit assigns the unit or individual to draft or lead the drafting of the document.
b) The unit or individual assigned to draft the document is responsible for carrying out the following tasks:
- Determine the name, content, and confidentiality, urgency, and recipient of the document to be drafted.
- Collect and process relevant information.
- The draft must be presented in accordance with the correct format and presentation techniques of administrative documents.
- Draft the document.
- If necessary, propose to the President or Head of the unit to seek the opinions of relevant units and individuals; study and accept opinions to complete the draft.
- Submit the draft document with relevant documents, including the opinions of the official, the drafting unit, and the handling opinions of the head of the agency (or the head of the unit clearly stated in the presentation form).
c) Based on the recipient, the drafter of the document estimates the number of documents to be copied for the person signing the document to decide.
