What are regulations on evaluation of the quality of 04 public non-business services in the field of Archives in 2023 in Vietnam?

On May 31, 2023, the Ministry of Home Affairs issued Circular 08/2023/TT-BNV stipulating criteria and standards for the quality of public non-business services funded by the State budget in the field of Archives.

As prescribed in the Circular 08/2023/TT-BNV, there are 04 public non-business services using the State budget in the field of Archives including:

(1) Document collection service Vietnamese State Archives of Historical Archives;

(2) Service of preservation of archival materials Vietnamese State Archives of Historical Archives;

(3) Service of using archival materials Vietnamese State Archives of Historical Archive for political tasks;

(4) The service of using archival materials The Vietnamese State Archives of Historical Archives serve social needs.

Subjects of application of quality criteria and standards for public administrative services funded by the State budget in the field of Archives are:

- Ministries, ministerial-level agencies, Governmental agencies, People's Committees of provinces and centrally run cities shall select public administrative units to provide public administrative services in the field of Archives in the form of assignment, order or bid.

- Public service units in the field of Archives.

What are criteria for evalution before the service quality is accepted?

Pursuant to Article 7 of the Circular 08/2023/TT-BNV stipulating acceptance of service quality as follows:

Acceptance of service quality

1. Service quality is accepted after all criteria are assessed at Pass level.

2. The ordering agency shall test and take over the service quality for the service provider. The test results are presented in the acceptance test report.

3. Based on the pre-acceptance test results, the service-providing unit shall finalize funds with the ordering agency in accordance with the Law on State Budget and other provisions of law.

Thus, all criteria that are assessed at the level of Pass will be tested and accepted for service quality

What are the criteria and standards for the quality of archival data collection services in Vietnam?

Pursuant to Article 4 of the Circular 08/2023/TT-BNV stipulating criteria and standards for the quality of archival data collection services as follows:

Contents and criteria, quality standards of archival collection services

1. Services of collecting archival documents include: Service of editing paper-based archival documents; service that collects archives into the Historical Archive.

2. The criteria and quality standards for the service of editing paper-based archival documents are specified in Appendix 01 of this Circular.

3. Criteria and quality standards for archival data collection service are specified in Appendix 02 of this Circular.

Thus, the criteria and standards for the quality of archival collection services include the following:

- Service of editing paper-based archival documents, in which:

+ Handing over and transporting documents to the place of adjustment;

+ Preliminary cleaning of documents;

+ Surveying and compiling regulatory documents;

+ Classify documents, make records;

+ Articles of Newsletter;

+ Systematization of records;

+ Clean the document, remove the staples, flatten and put the document on the file cover;

+ Put the file in the box, label the box;

+ Transporting documents to the warehouse and stacking them on shelves;

+ Deliver and receive documents after editing;

+ Enter information sheets into the database;

+ Make a catalog of records;

+ Make a list and explain type documents;

+ Final report on editing and handing over documents, handing over font files after editing;

+ Prepare documents for the correction period.

- Service of collecting archival materials into the Historical Archive:

+ Prepare a document collection plan

+ Guide agencies and organizations belonging to the depositing source to prepare handover documents

+ Appraisal of the Table of Contents of records, documents and actual documents submitted for storage

+ Receiving documents into the warehouse

+ Arrange documents on shelves

+ Prepare documents for the collection of documents

Note: Circular 08/2023/TT-BNV takes effect from August 1, 2023.
