Pursuant to Section IV.7 Part II of the plan of digital transformation of Customs sector until 2025, with orientation to 2030 issued together with the Decision 707/QD-TCHQ in 2022 stipulating as follows:

Focus on building a database, in which promoting the collection and connection of information within and the Customs sector, specifically:

- Develop and implement a project to build a national database on Customs, in which the overall data architecture, packet formats, data index lists and shared data services are designed, ensuring the principle that each data type is assigned only one supplier (including status assessment and data normalization).

- Build a database of the Customs authority (including detailed professional database; intra-industry database; non-industry database; shared database; analytical database; statistical database, reports; intelligent integrated database, operational support) serving:

+ Support Customs officers in the process of performing customs operations. The preparation and pre-collection of information for officials to perform operations helps the decision-making process and customs clearance take place quickly.

+ Analyze and evaluate abnormality in import and export activities of enterprises (Businesses that are regularly importing and exporting one type of goods have switched to another type of goods, the business's freight route has changed, the transportation route has passed through areas where counterfeit and smuggling goods are suspected) to work as a basis for risk assessment, post-clearance inspection.

+ Apply analysis and forecast algorithms to forecast growth, analyze trends is the basis for State leaders and leaders of the Ministry of Finance to run the macro economy.

- Database performs storage about user objects (objects, groups of objects, behaviors, habits, needs) to be ready for analysis and intelligent response when users access the system on different types of applications like DesktopApp, Web App, Mobile App.

- Strengthen the exchange, connection and digital transformation of data and documents in customs dossiers from the National Single Window System with the Data Processing System of the Customs sector.

- Use advanced information analysis techniques (BI, Big Data) to serve operations, resource management and decision making.

- Institutionalize the administration, collection, connection, storage, sharing of data and data analysis, while keeping information secure.

What are regulations on ensuring information security in the digital transformation of the Customs sector in the period of 2021-2025 in Vietnam?

Pursuant to Section IV.8 Part II of the plan of digital transformation of Customs sector until 2025, with orientation to 2030 issued together with the Decision 707/QD-TCHQ in 2022 stipulating as follows:

- Complete regulations, regulations, guidelines and compliance checks on information safety and security in the Customs sector. Deploy the architecture and standards to ensure information security and safety of the Customs sector by level as a basis for fully implementing synchronous security technical solutions for hardware equipment and network infrastructure, software, database.

- Continue to implement technical solutions in the list of 5-year plans of the Customs sector for the period of 2021 - 2025 in order to supplement and complete technical solutions to meet the plan of ensuring information security by level for shared security infrastructure in the Data Center.

- Deploy a centralized cybersecurity monitoring center for the Customs sector (SOC) at the Data Center of the General Department. Connect and develop regulations on coordination in supervision, information sharing and handling with cybersecurity monitoring centers of the Finance sector, specialized cybersecurity monitoring units of the country (Ministry of Information and Communications and Ministry of Public Security) and partners having a cooperation agreement with the Customs sector.

- Effectively deploy solutions to improve information security such as: Supplementing and perfecting the digital signature system; Procurement and replacement of some network equipment and customs security equipment; Hire IT system information security monitoring services; Supplementing information safety and security solutions to the General Department of Customs to meet the requirements of ensuring information safety and security by level; Purchase copyrights/support services to maintain the security system of the entire Customs sector; Hire the service of safety inspection of the Customs information technology system; Organize annual drills on hypothetical troubleshooting of IT systems.

What are regulations on completing the legal environment and processes and procedures to meet the requirements of digital transformation of the Customs sector in the period of 2021-2025 in Vietnam?

Pursuant to Section IV.9 Part II of the plan of digital transformation of Customs sector until 2025, with orientation to 2030 issued together with the Decision 707/QD-TCHQ in 2022 stipulating as follows:

Research and propose the development of legal documents, complete processes and procedures to meet the requirements of digital transformation, focus on implementing the following contents:

- Review, perfect, standardize and electronicize business processes, records and process records in the network environment.

- Research, develop and submit to competent authorities for promulgation documents, regulations and guidelines to meet the requirements of digital transformation, deploy IT applications on customs management, deploy the ASEAN Single Window and trade facilitation.

- Regularly review and update the overall Architecture towards Digital Customs to meet the requirements of digital transformation of the Customs sector.

- Promulgate plans, programs on IT application, processes and regulations to meet the requirements of management, exploitation and use of scientific and professional IT systems.

- Research and propose to competent authorities to issue a reasonable remuneration regime for staff in charge of information technology and information security.
