According to the Law on the election of the deputies to the National Assembly, no later than thirty-five days before the election day, the electoral authorities shall compile and post the list of voters at the headquarters of the People's Committee at the commune, ward, town, and at public places in the voting area, and shall widely announce the list for people to check. When checking the list of voters, if any errors are found, individuals have the right to make oral or written complaints to the electoral authorities within a period of twenty-five days from the date of posting. The electoral authorities must record these complaints. Within a period of five days from the date of receiving the complaints, the electoral authorities must resolve them and inform the complainants of the results. If the complainants do not agree with the resolution, they have the right to file a lawsuit at the District People's Court. Within a period of five days from the date of receiving the lawsuit, the District People's Court must resolve it. The decision of the District People's Court is final. The compilation of the list of voters and the posting of the list of voters, as prescribed in Articles 22, 24, and 27 of the Law on the election of the deputies to the National Assembly, and Articles 23, 24, and 28 of the Law on the election of the Provincial People's Council deputies, shall be carried out as follows: 1. Vietnamese citizens, regardless of ethnicity, gender, social background, religion, cultural level, occupation, who are eighteen years old or older and do not fall into the cases not eligible to be listed in the voter list as prescribed in paragraph 8 of this article, shall be listed in the voter list at the commune, ward, town where they have registered permanent residence and exercise their voting rights there; 2. During the period of compilation of the voter list, individuals who have a transfer certificate from the competent authority at their previous place of residence shall be listed in the voter list at their new place of residence to vote for Provincial People's Council deputies, provincial and National Assembly deputies as follows: changing residence within the administrative unit at the district level shall be listed in the voter list to vote for District People's Council deputies, provincial and National Assembly deputies; changing residence within the administrative unit at the provincial level shall be listed in the voter list to vote for Provincial People's Council deputies and National Assembly deputies; changing residence to another administrative unit at the provincial level shall be listed in the voter list to vote for National Assembly deputies. 3. Students, pupils, trainees with temporary residence cards at vocational schools, universities, colleges, vocational high schools, and military personnel at people's armed forces units shall be listed in the voter list at their place of study, work, or military unit to vote for National Assembly deputies, Provincial People's Council deputies, and district-level deputies. 4. Voters who are workers in concentrated industrial zones, enterprises with registered temporary residence or accommodation shall be listed in the voter list to vote for National Assembly deputies, Provincial People's Council deputies, and district-level deputies. 5. From the date of posting the voter list until the voting day, officials, civil servants, military personnel of people's armed forces units who are on duty or traveling, migrants, laborers, visitors to visit relatives, or tourists, wherever they are, must present their Voter Card or Certificate of "Voting elsewhere" issued by the commune People's Committee (referred to as the commune-level People's Committee) at their new place of residence to be added to the voter list, participate in voting at that place, and be counted in the total number of voters at the new place of residence. If they do not have a Voter Card or Certificate of "Voting elsewhere", the commune-level People's Committee at the new place of residence shall request these individuals to contact the commune-level People's Committee or the commanding officer of the unit where the voter list was compiled before the date of posting the voter list to receive the Voter Card or Certificate of "Voting elsewhere" to participate in the election at the new place of residence. If the change of residence is within the administrative unit at the district level, they shall vote for District People's Council deputies, provincial and National Assembly deputies; if the change of residence is within the administrative unit at the provincial level, they shall vote for Provincial People's Council deputies and National Assembly deputies; if the change of residence is to another administrative unit at the provincial level, they shall vote for National Assembly deputies. 6. Vietnamese citizens who work, study, travel, visit relatives, or settle in foreign countries and return to Vietnam within the period from the date the voter list has been posted to twenty-four hours before the voting time, shall present their Vietnamese passport to the commune-level People's Committee to be included in the voter list and receive the Voter Card to vote for National Assembly deputies and Provincial People's Council deputies, district-level deputies, and commune-level deputies (if presented at the place of permanent residence); or to vote for National Assembly deputies and Provincial People's Council deputies (if presented at the place of temporary residence). The commune-level People's Committee shall issue the Voter Card to these individuals and record their names in the voter list. 7. For areas that do not have commune, ward, or town administrative units, the district People's Committee, district, town, or city belonging to the province shall compile a list of voters and issue a certificate of "Voting elsewhere". 8. Cases of not being included, removed, or added to the list of voters shall be carried out in accordance with the provisions of Article 23 of the Law on the election of the deputies to the National Assembly and Article 25 of the Law on the election of the Provincial People's Council deputies.
