What are regulations on basis for recruitment of civil servants of the Ministry of Industry and Trade in Vietnam?

Pursuant to Article 3 of the Regulations on recruitment, rank transfer, rank promotion of civil servants and cadre work of the Ministry of Industry and Trade, promulgated together with Decision 222/QD-BCT 2022 regulates the basis for recruitment of civil servants as follows:

1. Recruitment of civil servants must be based on task requirements, job positions, and payroll quotas.

2. The Department of Personnel Organization synthesizes and develops civil servant recruitment plans for administrative agencies under the Ministry (excluding local market management organizations); The advisory agency on personnel work of the General Department of Market Management develops plans to recruit civil servants of local Market Management organizations. The recruitment plan must be reported to the Minister for approval as a basis for recruitment before each recruitment period.

The content of the recruitment plan includes:

a) Number of civil servant payrolls assigned by the Ministry and the number of unused payrolls of administrative agencies under the Ministry;

b) Number of staff to be recruited for each job position;

c) Number of job positions to be recruited for ethnic minorities (if any), clearly defining the criteria and ethnic structure to be recruited;

d) Number of job positions for recruitment (if any) for each target group: People who commit to volunteering to work for 5 years or more in areas with extremely difficult socio-economic conditions; Students who study under the recruitment regime according to the provisions of the Education Law, after graduating, return to work in the locality where they are sent to study; excellent graduate students, talented young scientists;

d) Standards and conditions for applying for each job position;

e) Form and content of entrance examination or admission;

g) Other contents (if any).

3. Recruitment plan when considering admission for groups of excellent graduates and talented young scientists shall comply with Government regulations on policies to attract and create staff from excellent graduates and young scientific staff.

4. Procedure for developing a recruitment plan

a) After the Ministry of Industry and Trade assigns civil servant payroll quotas to agencies and units under the Ministry, the Department of Personnel Organization reviews the civil servant recruitment needs of administrative agencies under the Ministry (excluding civil servants of local Market Management organizations); The advisory agency on personnel work of the General Department of Market Management reviews the recruitment needs of civil servants of local market management organizations.

b) Administrative agencies, based on assigned payroll quotas, analyze needs and register recruitment plans at the request of the Department of Personnel Organization or advisory agency on personnel work of the General Department of Market Management.

c) The Department of Personnel Organization and the advisory agency on personnel work of the General Department of Market Management synthesize, advise, and submit to the Minister for approval the civil servant recruitment plan.

d) The development of civil servant recruitment plans must be completed according to the time approved by the Ministry of Industry and Trade.

Pursuant to Article 4 of the Regulations on recruitment, rank transfer, rank promotion of civil servants and cadre work of the Ministry of Industry and Trade, promulgated together with Decision 222/QD-BCT 2022 stipulates the following conditions for registering for civil servant recruitment:

Conditions for registering for civil servant recruitment; Priority in recruiting civil servants is implemented according to the provisions of Article 4 and Article 5 of Decree No. 138/2020/ND-CP dated November 27, 2020 of the Government regulating recruitment, use and management of civil servants.
