What are regulations on archivist in the field of archiving - Code: V.01.02.02 in Vietnam?
Pursuant to Article 7 of the Circular 07/2022/TT-BNV stipulating as follows:
1. Duties:
a) Participate in the development of professional and technical guidelines, plans, programs, projects, and proposals on archiving.
b) Participate in the development, management, and maintenance of electronic archival databases and search tools.
c) Participate in the development and improvement of archival workflows.
d) Participate in the development of research projects and papers on archiving and related fields.
dd) Organize or participate in the following activities: collecting, acquiring archival materials, processing, declassifying, appraisal, preservation, statistics, digitization, presentation, and exploitation of archival materials, restoration, and insurance.
e) Perform other duties as assigned by the competent authority.
2. Professional and technical competence standards:
a) Comply with the Party's guidelines, the State's policies and laws, and the regulations of the archiving sector.
b) Have a sound understanding of the theory, history, and practice of archiving in Vietnam and be able to apply it effectively to the field of archiving.
c) Have management, guidance, and inspection skills in the organization and implementation of archival activities.
d) Have the skills to perform professional and technical duties and organize the implementation of plans, programs, projects, and proposals on archiving.
dd) Have the skills to use information technology, database management, and foreign languages (or ethnic languages for civil servants working in ethnic minority areas) as required by the position.
3. Education and training standards:
Graduate from a university with a degree in archiving. If a person has a bachelor's degree or higher in another field, he/she must have a certificate of archiving training from a qualified training institution or a diploma in archiving from a junior college or high school.
What are regulations on intermediate archivist in the field of archiving - Code: V.01.02.03 in Vietnam?
Pursuant to Article 8 of the Circular 07/2022/TT-BNV stipulating as follows:
1. Duties:
a) Enter the catalog of documents, repair, restore, insure, arrange, and transport documents.
b) Conduct statistics of archival materials and cleaning of archival storage facilities.
c) Perform other duties as assigned by the competent authority.
2. Professional and technical competence standards:
a) Comply with the Party's guidelines, the State's policies and laws, and the regulations of the archiving sector.
b) Have basic knowledge of archival activities and perform the correct procedures and procedures of archival activities according to the assigned tasks.
c) Have the ability to implement the principles and techniques of archival preservation.
d) Master office equipment and other equipment to support the performance of duties.
3. Education and training standards:
Graduate from a junior college or higher in the field of archiving. If a person have a junior college degree or higher in another field, he/she must have a certificate of archiving training from a qualified training institution.
What are the requirements for promotion from archivist to chief archivist in the field of archiving in Vietnam?
Pursuant to Article 9 of the Circular 07/2022/TT-BNV stipulating as follows:
1. Conditions for promotion to a professional title
a) Meet the requirements and conditions specified in Clause 1, Article 32 of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government on recruitment, use, and management of civil servants;
b) Meet the professional title requirements for Chief Archivist specified in Article 6 of this Circular;
c) Have held the professional title of Archivist and equivalent for at least 9 years (excluding the probationary and trial periods). In case of having the time to hold the civil service grade or professional title of civil servants equivalent to the professional title of Archivist, the current time holding the professional title of Archivist is at least 1 year (12 months) as of the deadline for submitting the application documents to participate in the promotion exam.
2. Conditions for evaluation for promotion to a professional title
Meet all the conditions specified in Clause 1 of this Article and meet one of the following conditions:
a) Have at least 1 research paper in the field of archiving or related fields: lead the development of professional projects, scientific research topics at the ministerial or provincial level or higher approved and evaluated by the competent authority; author of a scientific paper on archiving published in a scientific journal with points; author of an innovation in the field of archiving applied effectively to the activities of the agency or unit recognized by the competent authority; compiled books on the field of archiving and related fields published;
b) Have a Certificate of Merit from the Minister or the Chairman of the People's Committee of the provincial level or higher for outstanding achievements in archiving professional activities.
