- Part two: Detailed list of projects submitted to the Government and the Prime Minister that need to be implemented (Each project needs to clearly define the main content, scope of adjustment, presiding unit, coordinating unit, appraisal agency/unit, submission level, deadline for submission to each level and estimated preliminary plan for implementation. implement the project).

c) Assignment of implementation

The Office presides over and coordinates with departments, agencies, Inspectorates and related units to develop the Ministry's annual mission plan:

- Before November 30 every year, units under the Ministry send to the Office a list of tasks for the following year that have been approved by the Ministry leader in charge. The Office reviews and supplements tasks proposed by units, then sends them back to units before December 10.

- Based on the list of tasks reviewed by the Office, the unit develops a budget estimate to carry out the task and sends it to the Department of Planning and Finance for appraisal before December 15. Based on the resources of The Ministry and the Department of Planning and Finance evaluate the ability to balance the estimated funding allocated to each unit and send it back to the units. Units complete the list of tasks and send it to the General Office before December 31.

- No later than five (05) working days after the Government issues a Resolution on main tasks and solutions to implement the socio-economic development plan and state budget estimates, the Office will complete the draft annual mission plan of the Ministry and submits it to the Minister for signature and promulgation.

Assign the Legal Department to be the focal point and coordinate with units under the Ministry in developing plans to draft legal documents and projects and documents included in the work program of the Government and the Prime Minister and submit for promulgation the Ministry's document drafting program. The implementation process complies with the provisions of the Law on Promulgation of Legal Documents and the Decision of the Minister of Education and Training on drafting and promulgating legal documents, and the Ministry's individual decisions Education and training.
